Abstract
Udang merupakan komoditas dengan tingkat produksi cukup tinggi di Indonesia setelah nila dan lele serta memiliki potensi pasar domestik dan ekspor yang besar. Dengan potensi pasar yang besar serta dorongan pertumbuhan produksi komoditas udang melalui program Percepatan Tambak Udang Nasional produksi udang saat ini terus mengalami kenaikan. Akan tetapi, dengan kenaikan produksi udang, terdapat konsekuensi akan meningkatnya produk limbah udang yang saat ini masih belum memiliki model distribusi yang jelas. Oleh sebab itu, pada tugas akhir ini dilakukan Perencanaan model distribusi limbah udang dari wilayah Luar Jawa Timur menuju wilayah Jawa Timur yang memiliki permintaan akan limbah udang cukup besar serta model distribusi dari hasil dari pengolahan limbah udang yaitu pakan udang menuju area tambak di Indonesia. Metode yang digunakan adalah set covering dan TSP untuk rute pabrik udang menuju pabrik limbah udang, optimasi pada rute serta armada pelayaran terpilih, optimasi penjadwalan keberangkatan kapal pengangkut limbah udang, serta CVRP dalam menentukan rute pabrik limbah udang menuju pabrik pakan udang dan seluruh biaya yang dibutuhkan dalam mengangkut limbah udang dan pakan udang. Hasil analisis ini menunjukkan bahwa dalam pengiriman limbah udang dengan moda transportasi laut, skenario rute direct merupakan skenario optimum dalam mengirimkan limbah udang dengan total frekuensi kapal sebanyak 117 kali /tahun. Total biaya untuk mendistribusikan limbah udang dari pabrik udang beku menuju pabrik pakan udang sebesar Rp10.376.554.357 /tahun. Kemudian untuk distribusi pakan udang didapatkan total biaya Rp18.993.747.200 /tahun.

In Indonesia, shrimp is a large commodity in Indonesia for their production after tilapia and catfish with big market prospective within the domestic and international market. With this large market potential and government encouragement through Program Percepatan Tambak Udang Nasional, Indonesia currently has a significant growth for their shrimp commodity. However, a significant growth in shrimp production comes with a big consequence which is a significant number of shrimp waste without a clear distribution model. Therefore, in this final project, a model will be made to distribute shrimp waste from area in East Java and outside East Java to fulfill demand of shrimp waste in East Java including the distribution model of shrimp waste product which is shrimp feed to pond areas in Indonesia. Methods that used are set covering and TSP to define cluster and routes for shrimp factory to shrimp waste facilities, optimization model for chosen fleet and routes, optimization model for fleet scheduling to distribute shrimp waste, and CTSP to define routes for shrimp waste facilities and hub to shrimp feed factory. The result of this analysis indicates that to send shrimp waste with sea transportation the direct route scenario is the most optimum scenario with total ship frequency of 117 times/year and the total cost to distribute shrimp waste from shrimp factory to shrimp waste factory is Rp10.376.554.357 /year. Afterwards, for the distribution of shrimp feed, it is found that total frequency of vessel needed to fulfill the demand is 49 times with total cost of Rp18.993.747.200 /year.
