Abstract
Terminal LPG Bosowa Banyuwangi merupakan terminal untuk penyimpanan LPG untuk pendistribusian pada wilayah Jawa Timur. Pada Terminal LPG Bosowa Banyuwangi memiliki tempat penyimpanan atau tangki penyimpanan sebanyak empat dengan kapasitas masing-masing 2.500 MT (metric ton) atau 5000 meter cubic. Dalam operasional Terminal LPG, kegagalan fasilitas seperti halnya kebocoran pada pipa dapat terjadi sehingga memungkin menimbulkan adanya kebakaran dan ledakan. Untuk mencegah dan mengurangi dampak dari kegagalan fasilitas tersebut maka diperlukan penilaian risiko untuk mengetahui seberapa sering kejadian tersebut muncul dan seberapa besar dampak yang diakibatkan dalam proses operasional Terminal LPG Bosowa Banyuwangi. Proses identifikasi bahaya dapat dilakukan menggunakan metode Hazard and Operability BS IEC 61882:2001. Analisis frekuensi dapat dilakukan menggunakan metode Fault Tree Analysis dan Event Tree Analysis untuk mengetahui frekuensi masing-masing dampak kebakaran. Hasil dari metode FTA berasal dari satu top event yaitu gas release dengan skenario kebocoran 1-3mm, 3-10mm, 10-50mm, 50-150mm, dan >150mm. Hasil dari metode FTA tersebut diolah dengan metode ETA sehingga dapat diketahui frekuensi setiap dampak kebakaran. Analisis konsekuensi kebakaran dilakukan dengan fire modelling software dengan skenario pada analisis frekuensi. Analisis konsekuensi dilakukan agar mengetahui dampak terhadap pekerja. Kemudian dari hasil frekuensi dan konsekuensi dilakukan representasi risiko menggunakan F-N Curve dengan standar UK HSE. F-N Curve digunakan untuk mengetahui seberapa besar dampak risiko yang ditimbulkan. Setelah dilakukan F-N Curve, mitigasi risiko dilakukan dengan menggunakan LOPA apabila level risiko tidak dapat diterima. Berdasarkan representasi risiko jet fire, explosion, dan flash fire didapatkan hasil yaitu level acceptable sehingga tidak perlu dilakukan mitigasi dengan metode LOPA (Layer of Protection Analysis) karena tidak didapatkan level unacceptable

The Bosowa Banyuwangi LPG Terminal is a facility for storing LPG (Liquefied Petroleum Gas) for distribution in the East Java region. The terminal has four storage tanks, each with a capacity of 2,500 metric tons or 5,000 cubic meters. In the operational process of the Bosowa Banyuwangi LPG Terminal, there is a risk of facility failures, such as pipeline leaks, which could potentially lead to fires and explosions. To prevent and mitigate the impacts of such failures, a risk assessment is necessary to determine the frequency and severity of these incidents during the terminal's operation. The hazard identification process can be carried out using the Hazard and Operability method BS IEC 61882:2001. Frequency analysis can be conducted using Fault Tree Analysis and Event Tree Analysis methods to determine the occurrence frequency of each fire impact scenario. The results of the Fault Tree Analysis stem from a single top event, which is gas release, with leakage scenarios of 1-3mm, 3-10mm, 10-50mm, 50-150mm, and >150mm. The results obtained from the Fault Tree Analysis are then processed using the Event Tree Analysis method to determine the frequency of each fire impact. The consequences of the fires can be analyzed using fire modeling software for all the frequency analysis scenarios, considering the potential impact on personnel. This analysis is conducted to understand the effects on the workers. After obtaining the frequency and consequence results, the risk representation is created using the F-N Curve with the UK HSE (Health and Safety Executive) standard. The F-N Curve is used to determine the magnitude of the resulting risk. Following the F-N Curve, risk mitigation is performed using the Layer of Protection Analysis (LOPA) method if the risk level is found to be unacceptable. Based on the risk representation of jet fire, explosion, and flash fire, it is determined that the risk level is acceptable, and therefore, mitigation using the LOPA method is not necessary as there are no unacceptable risk levels.
