Abstract

Keputusan Menteri ESDM No. 13 K/13/MEM/2020 mengenai Penugasan Pelaksanaan Penyedian Pasokan dan Pembangunan Inrastruktur Liquefied Natural Gas (LNG), serta Konversi Penggunaan Bahan Bakar Minyak Dengan Liquefied Natural Gas (LNG) Dalam Penyediaan Tenaga Listrik memberikan dampak pada Pembangkit Listrik Tenaga Diesel (PLTD) untuk berubah menjadi Pembangkit Listrik Tenaga Mesin Gas (PLTMG) dengan bahan baku spesifik berupa LNG. Perencanaan armada serta infrastruktur untuk menuju dan di sekitar PLTMG menjadi tantangan tersendiri karena ketinggian gelombang harian pada wilayah Indonesia Timur serta relatif dangkalnya kedalaman menyebabkan perbedaan konsekuensi pilihan kapal pengangkut LNG. Permasalahan tersebut diselesaikan dengan menemukan ukuran kapal dengan total biaya paling minimum dalam memenuhi permintaan LNG di setiap PLTMG. Pemilihan kapal mempunyai konsekuensi terhadap pembangunan infrastruktur pelabuhan atau terminal untuk kepentingan sendiri. Perhitungan dilakukan melalui sudut pandang transportasi laut yang terdiri dari perhitungan pelayaran dan perhitungan pelabuhan. Perhitungan dilakukan pada Cluster Maluku Utara, Cluster Maluku, Cluster Papua Utara, dan Cluster Papua Selatan yang berturut-turut mendapatkan hasil satu ukuran panjang kapal/Length of Perpendicular (Lpp) dan biaya per tahun yaitu, 174,153 meter dan Rp 701.087.749.753, 147,068 meter dan Rp 816.441.009.313, 174,153 meter dan Rp 453.739.066.627, dan 174,153 meter dan Rp 1.052.665.560.352.

Decree of the Minister of Energy and Mineral Resources No. 13 K/13/MEM/2020 concerning the Assignment of the Implementation of the Supply and Development of Liquefied Natural Gas (LNG) Infrastructure, as well as the Conversion of the Use of Fuel Oil to Liquefied Natural Gas (LNG) in the Provision of Electricity has an impact on Diesel Power Plants (PLTD) to turn into a Gas Engine Power Plant (PLTMG) with specific raw material in the form of LNG. Planning for the fleet and infrastructure to go to and around the PLTMG is a challenge in itself because the daily wave heights in Eastern Indonesia and the relatively shallow depth cause differences in the consequences of choosing LNG transport vessels. This problem is solved by finding the size of the ship with the minimum total cost in meeting LNG demand at each PLTMG. The selection of ships has consequences for the development of port or terminal infrastructure for their own interests. Calculations are made from the point of view of sea transportation which consists of shipping calculations and port calculations. Calculations were made for the North Maluku Cluster, Maluku Cluster, North Papua Cluster, and South Papua Cluster which respectively obtained one length of ship length (Lpp) and annual costs, namely 174.153 meters and IDR 701,087,749,753, 147,068 meters and IDR 816,441,009,313, 174.153 meters and IDR 453,739,066,627, and 174.153 meters and IDR 1,052,665,560,352.
