Abstract

Pembangunan simpul transit di ibu kota semakin gencar dilakukan setelah proyek MRT Jakarta fase pertama rampung dan mulai beroperasi. Salah satu simpul transit yang dibangun pada proyek MRT fase pertama adalah Kawasan TOD Dukuh Atas yang diresmikan pada tahun 2019 silam. Pembangunan Titik TOD tidak hanya menjadi sebuah titik temu mode transportasi saja tetapi juga diharapkan mampu untuk meningkatkan kualitas hidup masyarakat secara menyeluruh. Namun pembangunan dan investasi yang masif dilakukan untuk memaksimalkan potensi pengembangan Kawasan TOD Dukuh Atas justru menyebabkan terjadinya proses gentrifikasi, hal ini membuat banyak pendatang baru yang menetap di sekitar Kawasan TOD Dukuh Atas dan keberadaannya dapat memengaruhi kehidupan masyarakat asli yang tinggal di Kawasan TOD Dukuh Atas. Pengaruh yang dibawa oleh pendatang dari proses gentrifikasi sendiri dapat berdampak positif maupun negatif bagi masyarakat asli. Tujuan dari penelitian ini adalah menganalisis dampak dari proses gentrifikasi di sekitar kawasan TOD Dukuh sehingga dapat diketahui apakah proses gentrifikasi ini membawa dampak positif atau negatif bagi masyarakat asli dan kemudian merumuskan arahan untuk merespons dampak dari proses gentrifikasi tersebut. Penelitian ini menggunakan metode content analysis untuk mengetahui perubahan yang terjadi sebagai dampak dari proses gentrifikasi, kemudian melakukan studi literatur untuk menentukan arahan dalam merespons dampak dari proses gentrifikasi. Hasil penelitian ini menunjukkan bahwa proses gentrifikasi membawa dampak positif bagi masyarakat asli dari aspek harga lahan, harga properti, pendapatan masyarakat, angka pengangguran, dan angka kriminalitas. Sedangkan proses gentrifikasi berdampak negatif bagi masyarakat asli dari aspek kondisi sosial masyarakat. Berdasarkan dampak-dampak tersebut, ditentukan arahan-arahan yang dapat memaksimalkan potensi dan meminimalisir dampak negatif dari proses gentrifikasi bagi masyarakat yang tinggal di Kawasan TOD Dukuh Atas.

The development of transit hubs in the capital city has been accelerating after the completion and operation of the first phase of the Jakarta MRT project. One of the transit hubs built in the first phase of the MRT project is the Dukuh Atas Transit Oriented Development (TOD) Area, which was inaugurated in 2019. The development of TOD points not only serves as a convergence point for various modes of transportation but also aims to improve the overall quality of life for the community. However, the massive development and investment carried out to maximize the potential of the Dukuh Atas TOD Area have led to the process of gentrification, resulting in an influx of newcomers settling around the Dukuh Atas TOD Area, potentially affecting the lives of the original inhabitants residing in the area. The impact brought by newcomers from the gentrification process can have both positive and negative effects on the original community. The objective of this research is to analyze the impact of the gentrification process around the Dukuh Atas TOD Area, to determine whether it has positive or negative consequences for the original community, and then formulate guidelines to respond to the impacts of this gentrification process. This research used content analysis method to determine the changes that occur as a result of the gentrification process, and then conducted a literature study to establish guidelines in responding to the impacts of gentrification. The results of this research indicated that the gentrification process had positive impacts on the original community in terms of land prices, property prices, community income, unemployment rate, and crime rate. However, it also had negative impacts on the original community in terms of the social conditions. Based on these impacts, directions were determined to maximize the potential and minimize the negative effects of gentrification for the community residing in the Dukuh Atas TOD Area.
