Abstract

Oil and gas are a source of energy for national economic activities. Based on data from the Ministry of Energy and Mineral Resources (ESDM), Indonesia is faced with the problem of the number of reserves and ability to produce oil and gas which continues to decline where in 2016 gas reserves amounted to 144.72 TSCF while in 2020 it was only 62.39 TSCF. Approximately 60% - 70% of the potential for new gas fields has not been explored, so immediate action must be taken to explore and construct new offshore platforms to add to national natural gas reserves. Thus it is necessary to explore new gas fields to meet the demand for natural gas and the construction of offshore platforms. The Andaman II Working Area was chosen because it has the highest estimated gas reserves of 2,025 MBOE with a depth of 1,291.3 m. Therefore, careful planning is needed to build offshore platforms that produce minimum total costs using optimization theory. The type of offshore platform to be built in the Andaman II Working Area is the Tension Leg Platform (TLP). The Tension Leg Platform structure consists of tensioners (piles and tendons), hull, topside, and risers. Delivery of the structure is selected directly where the hull and topside are delivered simultaneously. The minimum total cost to build a Tension Leg Platform in the Andaman II Working Area Rp.11.027.348.312.161.
