Abstract

Alur pelayaran merupakan salah satu hal yang memiliki peran penting sebagai akses keluar dan atau masuk pelabuhan. Provinsi Sumatera Selatan. Data kecelakaan dari Kantor Kesyahbandaran Kelas II Palembang menunjukkan bahwa tingkat kecelakaan lalu lintas di perairan Sungai Musi Palembang cukup terbilang tinggi. Pada tahun 2022 terjadi beberapa kecelakaan kapal dan jumlahnya meningkat dari tahun sebelumnya, sehingga perlu dilakukan penilaian risiko yang dalam penelitian ini menggunakan metode Formal Safety Assessment (FSA). Identifikasi bahaya dilakukan di sungai Musi dimana terdapat 25 kecelakaan kapal akibat tubrukan dan 4 kapal kecelakaan akibat kandas. Penyebabnya bervariasi seperti cuaca ekstrim, awak kapal kurang berkompeten, dan kurangnya komunikasi antar kapal. Setelah itu penilaian risiko dilakukan dengan menganalisis frekuensi tubrukan serta konsekuensinya terhadap korban jiwa. Frekuensi tubrukan menggunakan IWRAP dimana didapatkan hasil untuk skenario head-on, overtaking, dan crossing adalah 8.18 x 10-2, 9.74 x 10-3, dan 8.18 x 10-4. Analisis konsekuensi berupa korban jiwa didapatkan estimasi rata-rata korban sebesar 11 orang. Selanjutnya adalah membuat Risk Control Option (RCO). Terdapat enam opsi yang diajukan yakni sosialisasi dan penerapan regulasi, pemasangan Automatic Identification System (AIS), pendidikan dan pelatihan crew, standarisasi alat keselamatan, penggunaan jasa pandu, dan pelebaran alur. Tahapan selanjutnya adalah Cost-Benefit Assessment (CBA) dimana seriap RCO akan dinilai berdasarkan segi biaya dan manfaatnya. Tahapan terakhir dari FSA adalah rekomendasi yang bertujuan untuk memilih yang terbaik dari beberapa RCO dengan pertimbangan CBA. Pilihan terbaik dalam meminimalisir tubrukan kapal dan korban jiwa di perairann Sungai Musi adalah dengan pendidikan dan pelatihan crew. Pilihan ini merupakan biaya paling efektif dikarenakan nilai Gross Cost terendah. Keuntungan biaya dari mengaplikasikan pendidikan dan pelatihan crew sebesar Rp13.848.540.000 dan penurunan nilai risiko sebesar 68%.

Shipping routes play a crucial role as access points for ports. The province of South Sumatra, Palembang, has a close relationship with the navigation route of the Musi River. Accident data from the Palembang Class II Harbourmaster's Office indicates a significant level of traffic accidents in Musi River. In 2022, there were several ship accidents, with an increase compared to the previous year, necessitating a risk assessment using the Formal Safety Assessment (FSA) method in this study. Hazard identification was conducted on the Musi River,there were 25 ship accidents due to collisions and 4 ship accidents due to grounding. The causes varied, including extreme weather conditions, inexperienced ship crews, and others. Subsequently, the risk assessment was conducted by analyzing the collision frequency and its consequences in terms of casualties. The collision frequency was determined using IWRAP, yielding the following results for the head-on, overtaking, and crossing scenarios: 8.18 x 10-2, 9.74 x 10-3, and 8.18 x 10-4, respectively. The consequence analysis, in terms of casualties, estimated an average of 11 victims. Risk Control Options (RCO) were formulated, consisting of six proposed options: regulations dissemination and implementation, installation Automatic Identification System (AIS), crew education and training, standardization of safety equipment, utilization of pilotage services, and channel widening. The subsequent stage involved Cost-Benefit Assessment (CBA), where each RCO was evaluated based on its costs and benefits. The final stage of FSA was the recommendation, aiming to select the best RCO from several options, considering the CBA. The best choice for minimizing ship collisions and casualties in the waters of the Musi River is through crew education and training. This option is the most cost-effective due to its lowest Gross Cost value. The cost benefit of implementing crew education and training amounts to Rp13,848,540,000, with a 68% reduction in risk value.
