Abstract

Manajemen keselamatan lalu lintas laut merupakan salah satu aspek penting dalam memastikan keselamatan lalu lintas laut. Tugas akhir ini bertujuan untuk mendesain alur pelayaran yang dapat diimplementasi di sisi utara Selat Sunda yang berhubungan dengan Laut Jawa, berdasarkan pertimbangan implementasi IMO routeing measures seperti yang diatur dalam PM No. 129 Tahun 2016 Dirjen Perhubungan Laut. Melalui metode FSA hasil yang terpilih adalah alur pelayaran yang diajukan sebagai RCO 3. Dimana implementasi TSS, precautionary area with recommended route of counter-clockwise direction, dan inshore traffic zone telah dipertimbngkan sebagai yang paling layak. Kesimpulan yang diambil dari penilaian tersebut didasarkan pada penemuan bahwa implementasi TSS akan lebih efektif dalam mengurangi frekuensi tubrukan kapal dibandingkan dengan implementasi two-way route dan implementasi a recommended traffic flow of counter-clockwise direction juga dapat mengurangi frekuensi tubrukan pada situasi persimpangan. Efektivitas dari implementasi RCO 3 tersebut yaitu mampu menurunkan frekuensi tubrukan sampai 52.6% dibandingkan dengan frekuensi tubrukan ketika kondisi sebelumnya tanpa implementasi routeing measures. Nilai keseluruhan frekuensi RCO 3 berdasarkan penilaian head-on, overtaking, dan crossing collision adalah sebesar 1.15E-03 dengan nilai GCAF dan NCAF sebesar US$ 6.25 juta dan US$ (1.18) juta secara berurut. Walaupun nilai yang didapatkan tidak sesuai dengan US$ 3 Million Criterion, rekomendasi yang didapat berdasarkan hasil penilaian FSA difokuskan bahwa implementasi TSS berdasarkan pertimbangan routeing measure tidak cukup dikarenakan hanya memengaruhi nilai geometric number berdasarkan konsep teori tubrukan, dan RCO yang telah diajukan belum cukup untuk menurunkan frekuensi tubrukan yang terbukti bahwa nilai frekuensi yang didapat masih tergolong intolerable dan membutuhkan metode tambahan dalam menurunkan frekuensi tubrukan.

Safety management of marine traffic is an important aspect in ensuring safety in the seas and. This bachelor thesis aims to design a traffic lane to be implemented on the northern side of Sunda Strait which directly connects to the Java Sea, based on the consideration of IMO routeing measures implementation as regulated in Ministerial Regulation No. 129 Year 2016 of Indonesian Maritime Affairs. By implementing FSA scientific method, the result gave a chosen traffic lane design which proposed as RCO 3. Where the implementation of TSS, precautionary area with recommended route of counter-clockwise direction, and inshore traffic zone was considered to be the most feasible. The conclusion of the assessment was drawn based on the findings that TSS is more effective in reducing the frequency of collision compared to two-way route and a recommended traffic flow of counter-clockwise direction is able to reduce the frequency on crossing situation. The effectivity of RCO 3 is it able to reduce the frequency up to 52.6% compared to the frequency in the existing condition which did not implement any routeing measures. The total frequency for RCO 3 based on head-on, overtaking, and crossing collision is 1.15E-03 giving the value of GCAF and NCAF for US$ 6.25 million and US$ (1.18) million respectively. Even though the values are not satisfied the US$ 3 Million Criterion, recommendations are obtained from the study which shows the implementation of TSS only based on routeing measures consideration is not enough as the influence of routeing measures is only for the geometric number from the theoretical concept. The proposed RCOs in this study is not enough to reduce the frequency of collision, which was proven that the total frequency of all RCOs are classified as intolerable and would need additional method in lowering the frequency of collision.
