Abstract

PT XYZ merupakan perusahaan multinasional yang bergerak dalam bidang manufaktur produk-produk otomotif yang diperuntukkan bagi pasar domestik maupun pasar global. Sebagai perusahaan multinasional, komponen-komponen produksi PT XYZ tidak hanya dipasok oleh pemasok lokal namun juga dipasok oleh perusahaan afiliasinya dari berbagai negara sehingga ruang lingkup proses logistik PT XYZ juga mencakup aktivitas impor komponen. Sebagai upaya dalam meningkatkan efisiensi proses logistik impor komponen PT XYZ memiliki sebuah container yard untuk menyimpan dan mengelola kontainer impor. Namun, mekanisme pengelolaan kontainer impor yang belum dilaksanakan dengan efisien serta adanya keterbatasan fasilitas penunjang mengakibatkan timbulnya permasalahan detention cost yang mengharuskan perusahaan untuk membayarkan sejumlah biaya penalti kepada perusahaan pelayaran. Penentuan mekanisme pengelolaan kontainer serta jumlah fasilitas penunjang penting untuk dilakukan agar permasalahan detention dapat segera diselesaikan. Simulasi kejadian diskrit (discrete event simulation) digunakan pada penelitian ini untuk merepresentasikan keseluruhan proses yang ada di dalam proses logistik impor komponen serta mengevaluasi sistem logistik berdasarkan empat indikator kinerja utama yaitu jumlah kontainer detention, waiting time kontainer detention, utilitas sumber daya, serta biaya detention. Hasil penelitian menunjukkan bahwa perubahan sistem pengelolaan kontainer dari RIRO menjadi FIFO mampu mengurangi jumlah kontainer detention, waiting time kontainer detention, maupun biaya detention secara signifikan. Namun, agar dapat menerapkan sistem pengelolaan kontainer secara FIFO diperlukan penambahan fasilitas penunjang proses logistik yaitu berupa devanning dock pabrik 1 sebanyak 1 unit serta truk interplant pabrik 1 sebanyak 1 unit. Penerapan skenario perbaikan tersebut mampu mengurangi biaya detention sebesar Rp 2.040.000.000 per bulan dari kondisi eksisting.

PT XYZ is a multinational company engaged in the manufacture of automotive products intended for domestic and global markets. As a multinational company, PT XYZ's production components are not only supplied by local suppliers but also supplied by affiliated companies from various countries so that the scope of PT XYZ's logistics process also includes component import activities. In an effort to improve the efficiency of the component import logistics process, PT XYZ has a container yard to store and manage import containers. However, the import container management mechanism that has not been implemented efficiently and the limited supporting facilities have resulted in detention cost problems that require the company to pay a number of penalty fees to shipping companies. Determining the container management mechanism and the number of supporting facilities is important to do so that the detention problem can be resolved immediately. Discrete event simulation is used in this study to represent the entire process in the component import logistics process and evaluate the logistics system based on four main performance indicators, namely the number of detention containers, detention container waiting time, resource utility, and detention costs. The results show that changing the container management system from RIRO to FIFO can significantly reduce the number of detention containers, waiting time for detention containers, and detention costs. However, in order to implement a FIFO container management system, it is necessary to add facilities to support the logistics process, namely in the form of factory 1 devanning dock as many as 1 unit and factory 1 interplant truck as many as 1 unit. The implementation of the improvement scenario is able to reduce detention costs by Rp 2,040,000,000 per month from the existing conditions.
