Abstract
Saat ini pengiriman batu bara rata-rata masih menggunakan kapal tunda dengan menarik tongkang. Penggunaan kapal tunda jenis ini memiliki beberapa kendala diantaranya sulitnya pengoperasian kapal karena kondisi perairan di Sungai Mahakam terutama untuk daerah-daerah yang memiliki tikungan tajam dan berarus serta faktor cuaca yang menjelang akhir tahun ketinggian gelombang di laut yang tinggi yang mengakibatkan tingginya potensi kecelakaan. Untuk mengatasi masalah tersebut diperlukan solusi mengenai kapal yang sesuai yaitu menggunakan kapal jenis Articulated Tug Barge (ATB). Kelebihan yang dimiliki kapal ATB adalah Pusher dan Barge yang terikat menjadi satu kesatuan sehingga lebih mudah dalam bermanuver dan pergerakan Barge dapat lebih terkendali di daerah berarus karena Barge bergerak sesuai pergerakan Push Boat. Hasil dari penelitian menunjukan bahwa Berdasarkan Analisis didapatkan Pola Operasi Push Barge dari Hulu Sungai mahakam menuju Muara Berau di Hilir Sungai Mahakam dengan kebutuhan pengangkutan Batubara 1,346,219 ton/tahun didapatkan nilai unit Cost untuk tongkang 270ft senilai Rp141,251/ton. Berdasarkan Analisis kelayakan didapatkan nilai Benefit Cost Ratio (BCR) dari Pusher adalah 1.78 dan Kapal Tunda sebesar 1.79. Shingga Dapat disimpulkan Penggunaan Pusher untuk angkutan Batubara di Sungai Mahakam tidak lebih efektif dari pengunaan Kapal Tunda yang saat ini dioperasikan di Sungai Mahakam. Terdapat altenatif lain pengangkutan batubara dengan menggunakan metode pengangkutan Missisipi Barge dengan pendorong Pusher didapatkan nilai Benefit Cost Ratio (BCR) sebesar 1.8 dengan Unit Cost Rp101,282/ton.

Currently, most coal shipments are still using Tugboats by Towing Barges. The use of this type of Tugboat has several obstacles, including the difficulty of operating the ship due to the water conditions on the Mahakam River, especially for areas that have sharp bends and currents as well as the weather factor which is towards the end of the year the wave height at sea is high which results in a high potential for accidents. To overcome this problem, a solution is needed regarding the appropriate ship, namely using an Articulated Tug Barge (ATB) type ship. The advantage of the ATB ship is that the Pusher and Barge are tied together so that it is easier to maneuver and the movement of the Barge can be more controlled in areas with currents because the Barge moves according to the movement of the Push Boat. The results of the study show that based on the analysis obtained Push Barge Operation Pattern from the Upper Mahakam River to Muara Berau in the Lower Mahakam River with a coal Transportation requirement of 1,346,219 tons/year, the unit Cost value for a 270ft Barge is IDR 141,251/ton. Based on the feasibility analysis, the value of the Pusher's Benefit Cost Ratio (BCR) is 1.78 and that of the Tug is 1.79. So it can be concluded that using Pushers for coal Transportation on the Mahakam River is no more effective than using Tugboats currently operating on the Mahakam River. There is another alternative for transPorting coal using the Mississippi Barge method with Pusher drivers, which results in a Benefit Cost Ratio (BCR) of 1.8 with a Unit Cost of IDR 101,282/ton.
