Abstract

Salah satu bagian utama dari PLTGU adalah Heat Recovery Steam Generator (HRSG) yang mana berfungsi menghasilkan uap kering yang digunakan utuk memutar turbin uap dengan memanfaatkan gas buang dari turbin gas. Saat ini Heat Recovery Steam Generator (HRSG) 1.2 sudah beroperasi sekitar 28 tahun sehingga telah terjadi penipisan tube akibat erosi dari flow gas buang dan meningkatnya laju korosi pada material tube karena faktor lifetime. Hal ini menyebabkan terjadinya kegagalan HRSG akibat kebocoran tube HRSG sehingga Steam Turbine (ST) 1.0 mengalami derating dan menurunnya keandalan dari Blok I. Untuk meningkatkan keandalan HRSG maka perlu dilakukan replacement tube HRSG 1.2 yang mana pekerjaan ini di usulkan kedalam pekerjaan investasi pemeliharaan pembangkit. Penelitian ini menganalisa kelayakan investasi replacement tube HRSG 1.2 sebagai pedoman dalam pengambilan keputusan berbasis reliability, availability, maintainability sebagai aspek operasi dan risk cost sebagai aspek risiko serta dilakukan analisa aspek finansial. Analisa kelayakan ini dilakukan pada 3 opsi alternatif yaitu melakukan penggantian tube HRSG 1.2 yang bocor saja atau corrective maintenance, melakukan pekerjaan replacement tube HRSG 1.2 secara keseluruhan dan melakukan pekerjaan replacement tube HRSG 1.2 secara parsial. Pada analisa aspek operasi didapat peningkatan nilai reliability Blok I sebesar 0,137, terdapat peningkatan nilai availaibility sebesar 0,016 dan peningkatan maintainability blok I sebesar 0,0002, sehingga menaikkan EAF Blok I sebesar 12,56% dan menurunkan EFOR Blok I sebesar 5,48%. Pada analisa aspek finansial dilakukan perhitungan capital budgeting yang menghasilkan NPV sebesar Rp 360.419.186.184, - dan IRR sebesar 7,51%. Sedangkan pada analisa aspek risiko didapat nilai risk cost dibawah risk appetite statement dan risiko pembangkit pada kategori moderate. Sehingga pekerjaan investasi pemeliharaan replacement tube HRSG 1.2 PLTGU Belawan layak untuk dilakukan untuk meningkatkan nilai perusahaan.

One of the main parts of the PLTGU is the Heat Recovery Steam Generator (HRSG) which functions to produce dry steam which is used to turn steam turbines by utilizing exhaust gas from gas turbines. Currently the Heat Recovery Steam Generator (HRSG) 1.2 has been in operation for about 28 years so that there has been thinning of the tube due to erosion from the exhaust flow and an increase in the corrosion rate of the tube material due to the lifetime factor. This causes HRSG failure due to HRSG tube leakage so that the Steam Turbine (ST) 1.0 experiences derating and decreases the reliability of Block I. To increase the reliability of the HRSG, it is necessary to replace the HRSG 1.2 tube in which this work is proposed to be included in the generator maintenance investment work. This study analyzes the feasibility of investing in HRSG 1.2 replacement tube as a guide in making decisions based on reliability, availability, maintainability as an operational aspect and risk cost as a risk aspect and analyzes the financial aspect. This feasibility analysis was carried out on 3 alternative options, namely just replacing the leaking HRSG 1.2 tube or corrective maintenance, doing the HRSG 1.2 tube replacement as a whole and doing the HRSG 1.2 tube replacement partially. In the analysis of operational aspects, it was obtained an increase in the reliability value of Block I by 0.137, an increase in the value of availability by 0.016 and an increase in the maintainability of Block I by 0.0002, so that it could increase EAF Block I by 12.56% and decrease EFOR Block I by 5.48%. In the financial aspect analysis, capital budgeting was calculated which resulted in an NPV of IDR 360.419.186.184 and an IRR of 7,51%. Meanwhile, in the risk aspect analysis, the risk cost value is below the risk appetite statement and the generator risk is in the moderate category. So that the investment work to maintain the HRSG 1.2 PLTGU Belawan replacement tube is feasible to increase company value.
