Abstract

e-Navigasi adalah sebuah konsep yang digagas oleh IMO dengan tujuan memberikan informasi yang lebih baik dan lebih akurat kepada tim anjungan, meningkatkan pengambilan keputusan dan keselamatan navigasi. Hasil dari studi sebelumnya mengungkapkan bahwa implementasi VTS Surabaya belum sepenuhnya efektif dalam mengurangi frekuensi tubrukan kapal di APBS, dan penulis merekomendasikan untuk melakukan pengumpulan data kualitatif seperti wawancara dengan VTSO dan observasi untuk mengevaluasi VTS dari perspektif yang lebih luas. Studi ini menyelidiki peran VTS Surabaya untuk area APBS dalam hal pemantauan lalu lintas dan penghindaran tubrukan serta tingkat penerapannya dalam memenuhi IMO Resolution A.1158(32) dan IALA Guideline G1156 sebagai peraturan internasional mengenai aspek elemen manusia, teknis, dan pekerjaan administrasi. Studi ini mengumpulkan data kualitatif primer melalui observasi dan wawancara dari peserta VTS. Selain itu juga mengandalkan data sekunder dari Ditjen Perhubungan Laut Indonesia, data armada VTS di APBS serta daftar perangkat VTS Surabaya dan laporan investigasi akhir dari Komite Nasional Keselamatan Transportasi Republik Indonesia (KNKT). Studi ini mengungkapkan bahwa tingkat implementasi VTS Surabaya di ketiga kategori (pekerjaan teknis, manusia, dan administrasi) sangat sesuai dengan kedua peraturan tersebut, namun masih ada beberapa kekurangan yang diidentifikasi dari kuesioner, wawancara dan studi kasus kecelakaan. Implementasi Fitur e-Navigasi dengan mengintegrasikan teknologi canggih seperti Predictive Analytics Algorithms dan LiDAR, data serta peralatan navigasi yang ada merupakan potensi untuk mendukung VTSO dalam pemantauan lalu lintas dan penghindaran tubrukan, serta untuk mengatasi kekurangan yang teridentifikasi pada VTS Surabaya.

The goal of e-Navigation is to provide better and more accurate information to the bridge team, improving decision-making and navigational safety. The results from previous study revealed that the implementation of Surabaya VTS has not been fully effective in reducing the frequency of ship collisions in SWAC, and the author recommend to do a qualitative data collection such as interviews with the VTSO and observation in order to evaluate VTS from a broader perspective. The study investigated the role of Surabaya VTS for SWAC area in terms of traffic monitoring and collision avoidance as well the its implementation levels in complying the IMO Resolution A.1158(32) and the IALA Guideline G1156 as international regulations concerning the aspects of the human element, the technical, and the administrative work. The study collected primary qualitative data through observations and interviews from participants of VTS. It also relied on secondary data from the Directorate General of Sea Transportation of Indonesia, VTS fleet data in SWAC as well as the equipment lists and the final investigation report from National Transportation Safety Committee, Republic of Indonesia (KNKT). The study revealed that Surabaya VTS's implementation level in all three categories (technical, human element, and administrative work) is in high compliance with both regulations, but still remains some shortcomings which identified from the questionnaires, interview and accident case study. The implementation of e-Navigation Fetaures by integrating the advanced technologies such as Predictive Analytics Algorithms and LiDAR, data and the existing navigational equipment are the potentials to support VTSO in traffic monitoring and collision avoidance, as well as to overcome the identified shortcomings of Surabaya VTS.
