Abstract

Perkembangan Pesawat Udara Tanpa Awak (PUTA) seperti drone di Indonesia semakin meningkat dan banyak digunakan di berbagai sektor seperti pertanian, kehutanan, serta logistik. Namun, masih banyak pengguna PUTA yang menerbangkan tanpa memperhatikan regulasi yang ada. Hal ini membuat pengawasan terhadap pelaksanaan regulasi penerbangan PUTA tidak terkontrol dengan baik, sehingga akan menimbulkan beberapa permasalahan terkait keamanan wilayah penerbangan dan lalu lintas udara. Oleh karena itu, dibutuhkan sistem informasi terkait pemantauan penerapan regulasi penerbangan PUTA bagi pengguna berupa UAVITS (Unmanned Aerial Vehicle ITS). Sistem informasi UAVITS merupakan sistem yang dapat memantau penerbangan PUTA secara real-time. Penelitian ini bertujuan untuk membantu institusi terkait dan pengguna PUTA dalam menerapkan regulasi penerbangan PUTA yang berlaku di Indonesia. Penelitian ini menggunakan metode geofencing yang diterapkan pada sisi Android mobile. Metode geofencing digunakan untuk mengontrol pergerakan PUTA agar tidak melanggar batas wilayah penerbangan yang diizinkan. Selain itu metode geofencing juga digunakan sebagai acuan penentuan wilayah penerbangan sesuai dengan ketentuan yang ada Penggunaan metode geofencing ini dapat memaksimalkan pengimplemantasian regulasi penerbangan yang berlaku di Indonesia baik dari sisi AirNav dan pengguna. Hasil dari tugas akhir ini menunjukkan sistem UAVITS Apps berbasis android berhasil diimplementasikan sesuai dengan perancangan yang dilakukan. Sistem berhasil diuji melalui tiga pengujian yaitu pengujian pada fitur monitoring, pengujian pada fitur checkzone, dan pengujian keseluruhan sistem menggunakan User Acceptance Test (UAT). Penelitian ini dapat menjadi acuan untuk mendukung penerapan regulasi penerbangan PUTA atau drone bagi pengguna serta membantu AirNav dalam melakukan proses pemantauan pergerakan PUTA sesuai regulasi yang berlaku.Pengembangan sistem UAVITS Apps berbasis Android ke depannya diharapkan dapat menggunakan simbol drone yang tepat pada fitur monitoring, agar tidak perlu mengatur arah hadap simbol sesuai dengan pergerakan PUTA.

The development of Unmanned Aerial Vehicles (UAV) like drones in Indonesia is increasing, and they are widely used in various sectors such as agriculture, forestry, and logistics. However, many UAV users still operate them without considering the existing regulations. This lack of adherence to regulations leads to poor control over UAV flight operations, resulting in potential issues concerning airspace security and air traffic management. Therefore, there is a need for an information system to monitor the implementation of UAV flight regulations, provided to users in the form of an Unmanned Aerial Vehicle ITS (UAVITS) information system. The UAVITS information system is capable of real-time monitoring of UAV flights. This research aims to assist relevant institutions and UAV users in complying with the applicable UAV flight regulations in Indonesia. The research utilizes the geofencing method implemented on the Android mobile platform. The geofencing method is used to control UAV movements and prevent them from trespassing into restricted airspace. It also serves as a reference for determining designated airspace in accordance with established rules. The implementation of the geofencing method optimizes the enforcement of UAV flight regulations in Indonesia, benefiting both AirNav (the aviation authority) and UAV users. The results of this study show that the UAVITS Android-based application system has been successfully implemented as designed. The system underwent testing, including monitoring feature testing, checkzone feature testing, and a comprehensive system test using User Acceptance Test (UAT). This research can serve as a reference to support the implementation of UAV flight regulations for users and assist AirNav in monitoring UAV movements according to the applicable regulations. In the future, the development of the UAVITS Android-based application system is expected to include the use of appropriate drone symbols in the monitoring feature, eliminating the need to adjust the symbol's orientation based on UAV movements.
