Abstract

Ketergantungan industri pelayaran terhadap minyak bumi di Indonesia masih sangat tinggi dibandingkan dengan moda transportasi lain yang mulai bergerak kearah listrik atau energi terbaharukan. Kondisi ini membuat industri pelayaran indoensia masih tidak punya pilihan ketika ada kondisi harga BBM melambung tinggi. Karena seperti yang diketahui, harga minyak bumi cenderung fluktuatif dan berubah-ubah. Sehingga harus ada tindakan sebagai langkah pencegahan atau startegi dengan adanya kondisi itu. Maka dari itu, fuel surcharge dapat dilakukan sebagai langkah dengan memanfaatkan kondisi ini. penelitian ini dilakukan kepada 3 jenis kapal yaitu petikemas, general cargo dan penumpang. karena pertimbangan operasional. Sehingga didapatkan bahwa kapal petikemas cenderung dapat terselamatkan dari segi kerugian dan penggunaan fuel surcharge berada pada batas minimal load factor paling kecil diantara general cargo dan kapal penumpang. Untuk dampak implementasi dari fuel surcharge, kapal dengan rute panjang lebih cenderung mendapatkan pendapatan fuel surcharge lebih besar dibandingkan dengan rute yang lebih pendek. Penerapan fuel surcharge memiliki dampak yang positif kepada pengurangan kerugian dan kompensasi terhadap biaya total transportasi. Pada kapal petikemas berdampak sebesar 20-80% pada kompensasi biaya total dan 18-80% untuk pengurangan kerugian. Pada kapal general cargo berdampak sebesar 16-19% pada kompensasi terhadap biaya total dan 14-17% pada pengurangan kerugian. Untuk kapal penumpang, berdampak sebesar 24-33% pada kompensasi terhadap biaya total dan terhadap pengurangan kerugian.

The dependency of the shipping industry on petroleum in Indonesia is still very high compared to other modes of transportation which are starting to move towards electricity or renewable energy. This condition makes the Indonesian shipping industry still have no choice when fuel prices soar. Because as is known, the price of petroleum tends to fluctuate and change. So there must be action as a preventive measure or strategy in the presence of that condition. Therefore, fuel surcharge can be carried out as a step by taking advantage of this condition. This research was conducted on 3 types of ships, namely containers, general cargo and passengers. due to operational considerations. So it was found that container ships tend to be saved in terms of losses and the use of fuel surcharge is at the minimum limit of the smallest load factor between general cargo and passenger ships. for the impact of the implementation of fuel surcharge, ships with long routes are more likely to get greater fuel surcharge income than those with shorter routes. The application of a fuel surcharge has a positive impact on reducing losses and compensating for the total cost of transportation. Container ships have an impact of 20-80% on total cost compensation and 18-80% for loss reduction. On general cargo ships, the impact is 16-19% on compensation for total costs and 14-17% on loss reduction. For passenger ships, the impact is 24-33% on compensation on total costs and on loss reduction.
