Abstract

Selama 5 tahun terakhir, pencapaian nilai level risk maturity model (RMM) di PT PLN (Persero) UID Bali masih belum mencapai target dengan gap sebesar 0.47 dari target 4.19 di akhir tahun 2024. Tingginya anggaran investasi periode 2019-2023 yang meluncur di tahun berikutnya, dapat menjadi indikator budaya enterprise risk management (ERM) belum tertanam di seluruh proses bisnis khususnya perencanaan pengelolaan anggaran. Dalam rangka mencapai level RMM tersebut, perlu dilakukan studi analisis risiko di seluruh proyek pengembangan sistem, salah satunya proyek Turyapada Tower di wilayah kerja PLN UP3 Bali Utara. Proyek Turyapada Tower merupakan proyek prestisius milik pemerintah provinsi Bali yang nanti berfungsi sebagai Tower dan juga kawasan wisata sehingga perlu dilakukan analisis risiko untuk menghindari potensi kendala saat pembangunan. Tujuan dari penelitian ini adalah menentukan indikator, menganalisis dan mitigasi risiko yang dominan atas risiko keterlambatan pelaksanaan konstruksi infrastruktur kelistrikan proyek Turyapada Tower. Metode penelitian menggunakan literature review dan risk breakdown structure untuk pengidentifikasian risiko, analysis analytical network process (ANP) untuk menentukan risiko dominan dan pendapat ahli untuk menentukan upaya mitigasi atas risiko dominan. Hasil penelitian menunjukkan bahwa terdapat lima kelompok risiko yang terdiri dari risiko teknis (6 faktor risiko), risiko manajemen (5 faktor risiko), risiko performansi organisasi (3 faktor risiko), risiko keuangan (5 faktor risiko) dan risiko keselamatan (3 faktor risiko). Analisis risiko dominan menempatkan lima peringkat risiko yang terdiri dari risiko performansi organisasi (3 faktor risiko) dan risiko kecelakaan kerja (2 faktor risiko). Upaya mitigasi dilakukan terhadap kelima risiko dominan tersebut.

Over the past 5 years, the achievement of Risk Maturity Model (RMM) level value at PT PLN (Persero) UID Bali has not yet reached the target with a gap of 0.47 from the target of 4.19 at the end of 2024. The high investment budget for the period 2019-2023, which slides in the following year, may be an indicator that the enterprise risk management (ERM) culture has not been embedded in all business processes, especially in budget management planning. In order to achieve the RMM level, it is necessary to conduct a risk analysis study in all system development projects, one of which is the Turyapada Tower project in the PLN UP3 North Bali work area. The Turyapada Tower project is a prestigious project owned by the Bali Provincial Government, which will function as a tower and also as a tourist area, so it is necessary to conduct a risk analysis to avoid potential obstacles during construction. The purpose of this study is to determine the indicators, analyze and mitigate the dominant risk of delay in the implementation of electrical infrastructure construction of the Turyapada Tower project. The research method used a literature review and risk breakdown structure for risk identification, analytical network process (ANP) analysis to determine the dominant risk, and expert opinion to determine mitigation efforts for the dominant risk. The results showed that there were five risk groups consisting of technical risks (6 risk factors), management risks (5 risk factors), organizational performance risks (3 risk factors), financial risks (5 risk factors), and safety risks (3 risk factors). The dominant risk analysis ranked five risks consisting of organizational performance risks (3 risk factors) and industrial accident risks (2 risk factors). The five dominant risks were mitigated.
