Abstract

Penelitian ini bertujuan untuk menganalisis manajemen keselamatan kerja di pelabuhan berbasis semi-automatik, menganalisis manajemen keselamatan kerja di Terminal Teluk Lamong yang memadukan pola operasi mekanikal pada terminal curah kering dan semi-automatik pada terminal petikemas, serta menganalisis risiko kecelakaan kerja pada operasional bongkar muat petikemas di Terminal Teluk Lamong. Analisis risiko dilakukan terhadap salah satu terminal pelabuhan yang dikenal sebagai satu-satunya pelabuhan yang telah menerapkan teknologi semi-otomatis dan ramah lingkungan di Indonesia yaitu Terminal Teluk Lamong. Metode yang digunakan yaitu Fuzzy FMEA dan Bayesian Network (FRBN) melalui pendekatan survey dan pengisian kuisioner. FMEA digunakan untuk menentukan kejadian bahaya yang mungkin dapat terjadi serta dampaknya kepada operasional. Fuzzy dan Bayesian Network digunakan untuk menganalisis tingkat prioritas risiko yang menunjukkan nilai Ranking Index (RI) terbesar pada setiap proses kemudian digunakan sebagai acuan dalam menentukan mitigasi risiko. Berdasarkan hasil analisis didapatkan bahwa penerapan semi automatik pada terminal kontainer memiliki beberapa risiko yang dapat menghambat operasional bongkar muat petikemas. Risiko juga dapat muncul di lapangan penumpukan apabila Automated Stacking Crane (ASC) mengalami kegagalan fungsi akibat terputusnya aliran listrik. Selain itu risiko terhadap pekerja juga dapat terjadi di sekitar pergerakan alat-alat berat yang digunakan dalam operasional bongkar muat dan penumpukan di lapangan petikemas Diperlukan mitigasi risiko yaitu penerapan SOP terintegritas apabila terjadi keadaan genting seperti gangguan listrik pada terminal semi automatik.

This study aims to analyze work safety management in semi-automatic-based ports, analyze work safety management at Teluk Lamong Terminal which combines mechanical operation patterns at the dry bulk terminal and semi-automatic at the container terminal, and analyze the risk of work accidents in container loading and unloading operations at Lamong Bay Terminal. The risk analysis was conducted on one of the port terminals known as the only port that has implemented semi-automatic and environmentally friendly technology in Indonesia, namely Teluk Lamong Terminal. The method used is Fuzzy FMEA and Bayesian Network (FRBN) through a survey approach and filling out questionnaires. FMEA is used to determine hazardous events that may occur and their impact on operations. Fuzzy and Bayesian Network are used to analyze the risk priority level which shows the largest Ranking Index (RI) value in each process and then used as a reference in determining risk mitigation. Based on the results of the analysis, it is found that the application of semi-automatic at the container terminal has several risks that can hinder the operational loading and unloading of containers. Risks can also arise in the stacking field if the Automated Stacking Crane (ASC) malfunctions due to power outages. In addition, the risk to workers can also be around the movement of heavy equipment used in loading and unloading operations and stacking at the container yard. Risk mitigation is required, namely the implementation of integrated SOPs in the event of critical circumstances such as electrical disruption at semi-automatic container terminals.
