Abstract

Perhatian pada manajemen risiko Keselamatan dan Kesehatan Kerja (K3) di perusahaan semakin besar. Hal ini dipengaruhi lingkungan bisnis yang terus berubah dengan tidak dapat diprediksi, tidak stabil, semakin kompleks dan semakin tidak pasti dari hari ke hari. Metode penilaian risiko yang umum digunakan pada ranah K3 adalah Risk Matrix dengan standar AS/NZS 4360:2004. Risk Matrix dalam praktiknya memiliki beberapa kelemahan, data yang digunakan memiliki tingkat ketidakpastian yang berbeda. Penelitian ini dilakukan pada industri proses di sektor pembangkit listrik. Penilaian risiko K3 dilakukan pada aktivitas pemeliharaan pembangkit terutama pada area boiler dan turbin. Aktivitas ini menjadi sangat penting untuk mendukung keberlangsungan dan kelancaran produksi listrik. Penelitian ini bertujuan melakukan penilaian risiko dan merancang tindakan preventive action menggunakan metode modifikasi House of Risk (HOR). Implementasi HOR pada risko K3 di penelitian sebelumnya belum sempurna. Modifikasi dilakukan pada implementasi serta penerapan hirarki kontrol risiko K3. Modifikasi lain dilakukan dengan penambahan penilaian residual risk untuk menilai efektifitas dan efisiensi preventive action. Penilaian residual risk bertujuan untuk mengevaluasi dan memberikan perbaikan berkelanjutan dalam meminimalisir risiko. Implementasi metode modifikasi HOR, pada HOR fase 1 didapatkan 13 dan 20 risk event pada area boiler dan turbin secara berurutan serta 9 dan 11 risk agent pada area boiler dan turbin secara berurutan. Pada HOR fase 2 dilakukan penilaian preventive action dan menghasilkan preventive action tertinggi yaitu menerapkan skorsing pada pekerja yang tidak fokus dan melakukan PHK terhadap pekerja yang berulang kali tidak fokus dalam melakukan pekerjaan pemeliharaan untuk di area boiler serta mengganti mesin yang memiliki tingkat bising dan getaran yang tinggi serta isolasi panas yang buruk dengan mesin yang lebih baik untuk area turbin.

The attention to Occupational Health and Safety (OHS) risk management in the company is increasing. This is influenced by the continuously changing business environment, which is unpredictable, unstable, increasingly complex, and more uncertain day by day. The common risk assessment method used in the OHS domain is the Risk Matrix based on the AS/NZS 4360:2004 standard. The Risk Matrix, in practice, has several weaknesses, as the data used varies in terms of uncertainty. This research was conducted in the process industry of the power generation sector. The OHS risk assessment was carried out on maintenance activities, especially in the boiler and turbine areas. These activities are crucial to support the sustainability and smooth production of electricity. The aim of this study is to conduct risk assessment and design preventive actions using the modified House of Risk (HOR) method. The implementation of HOR in the previous research was not perfect. Modifications were made to the implementation and application of the OHS risk control hierarchy. Other modifications involved adding residual risk assessment to evaluate the effectiveness and efficiency of preventive actions. The purpose of residual risk assessment is to evaluate and provide continuous improvement in minimizing risks. The implementation of the modified HOR method, in HOR phase 1, identified 13 and 20 risk events in the boiler and turbine areas, respectively, as well as 9 and 11 risk agents in the boiler and turbine areas, respectively. In HOR phase 2, preventive actions were assessed, resulting in the highest-rated preventive actions, which are suspending workers who are not focused and terminating employees who repeatedly demonstrate a lack of focus during maintenance work in the boiler area. Additionally, replacing machines with high noise and vibration levels, as well as poor heat insulation, with better machines in the turbine area was recommended.
