Abstract
Sektor hulu industri minyak dan gas merupakan sektor penting yang berkontribusi besar terhadap pendapatan negara. Tak hanya itu, pertumbuhan ekonomi suatu negara juga sangat besar dipengaruhi oleh sektor hulu tersebut. Dalam rangka meningkatkan pendapatan dan pertumbuhan ekonomi, salah satunya melalui proyek-proyek pengembangan fasilitas produksi sektor hulu industri minyak dan gas.
Penelitian ini akan menganalisis faktor-faktor penyebab keterlambatan suatu proyek pengembangan fasilitas produksi. Analisis ini sekaligus untuk mengetahui seberapa besar pengaruh faktor-faktor tersebut terhadap proyek pengembangan fasilitas produksi sektor hulu di PT Pertamina EP Asset-4. Fokus penelitian adalah proyek-proyek pengembangan fasilitas produksi dalam periode tahun 2018-2020. Metode yang digunakan dalam penelitian ini adalah Partial Least Square - Structural Equation Modelling (PLS-SEM).
Hasil penelitian menemukan variabel kontrak, owner, kontraktor, desain dan eksternal berpengaruh sangat kuat sebesar 75.5% terhadap variabel keterlambatan proyek.

Upstream sector of the oil and gas industry is an important sector that contribute a lot to the national income. In addition to that, economic growth of a country is greatly affected by this sector. In order to improve national income and economic growth, it is needed to production facility development project of the oil and gas industry be efficient. Project delay has been a big issue on development project that cause inefficiency.
This research will analyze the factor causing project delay on production facility development projetcs. This analysis is also done to find out how big these factors affect the production facility development project in upstream sector PT Pertamina EP Asset-4. This research focus on production facility development projects in year 2018-2020. The method used in this research is Structural Equation Modelling – Partial Least Square (SEM-PLS).
The results of the study found that contract, owner, contractor, design and external variables had a very strong effect of 75.5% on project delay variables.
