Abstract
Tingginya penggunaan kendara pribadi menyebabkan tingginya volume lalu lintas hingga terjadi kemacetan. Salah satu upaya Pemerintah Kota Surabaya untuk mengurangi kemacetan berupa Suroboyo Bus yang diresmikan pada tahun 2018. Namun keterisian Suroboyo Bus pada tahun setelah peresmian yaitu pada tahaun 2019 hanya sebesar 59%. Rendahnya minat masyarakat terhadap Suroboyo Bus dipengaruhi oleh beberapa faktor salah satunya halte yang begitu jauh untuk diakses. Hal tersebut terbukti dari penelitian pada tahun 2022 bahwa jangkauan pelayanan dari halte Suroboyo Bus hanya sekitar 6,65 persen dari keseluruhan Kota Surabaya. Sehingga diperlukannya angkutan pendukung yaitu feeder guna mendukung keterjangkauan halte Bus Rapid Transit di Kota Surabaya. Metode yang digunakan pada sasaaran pertama adalah Network Analysis Service Area guna mengetahui jangkauan pelayanan halte BTR di Kota Surabaya Timur. Pada sasaran kedua terdapat dua tahapan yaitu Analytical Hierarchy Process untuk mengetahui pembobotan tiap persil berdasarkan guna lahan dengan interpretasi penghasil tingkat bangkitan dan tarikan lalu menggunakan metode sentralitas dengan tools Urban Network Analysis (UNA) berdsarkan hasil AHP. Tahapan terakhir adalah mengidentifikasi peningkatan jangkauan pelayanan dari transportasi publik yang terdiri dari BRT dan feeder di Kota Surabaya Timur menggunakan Network Analysis Service Area. Hasil dari penelitian ini detumakan bahwa jangkauan pelayanan halte yang ada di Kota Surabaya Timur hanya 15,31% dari kesulurahan Kota Surabaya Timur. Setelah dihitung nilai pada Kota Surabaya Timur, terdapat 2 daerah yang memiliki nilai aksesibilitas yang tinggi yaitu Jl. Bratang Binangun dan Jl. Barata Jaya. Ketiga titik tersebutlah yang akan dijadikan lokasi penempatan halte feeder. Setelah dilakukan penambahan berupa halte feeder, ditemukan bahwa peningkatan jangkauan pelayanan dari keseluruhan halte transportasi umum di Kota Surabaya Timur menjadi 16,13%.

The high use of private vehicles has led to high traffic volumes and congestion. One of the Surabaya City Government's efforts to reduce congestion is the Suroboyo Bus, which was inaugurated in 2018. However, the occupancy of Suroboyo Bus in the year after the inauguration, namely in 2019, was only 59%. The low public interest in Suroboyo Bus is influenced by several factors, one of which is that the bus stop is so far to access. This is evident from research in 2022 that the service coverage of Suroboyo Bus stops is only about 6.65 percent of the entire city of Surabaya. So that supporting transportation is needed, namely feeders to support the affordability of Bus Rapid Transit stops in Surabaya City. The method used in the first target is Network Analysis Service Area to determine the range of BTR bus stop services in East Surabaya City. In the second target, there are two stages, namely the Analytical Hierarchy Process to determine the weighting of each parcel based on land use with the interpretation of the level of generation and attraction and then using the centrality method with the Urban Network Analysis (UNA) tools based on the AHP results. The last stage is to identify the improvement of service coverage of public transportation consisting of BRT and feeders in East Surabaya City using Network Analysis Service Area. The results of this study indicate that the service coverage of existing bus stops in East Surabaya City is only 15.31% of the entire East Surabaya City. After calculating the value in East Surabaya City, there are 2 areas that have a high accessibility value, namely Jl. Bratang Binangun and Jl. Barata Jaya. These two points will be used as locations for the placement of feeder stops. After the addition of feeder stops, it was found that the service coverage of all public transportation stops in East Surabaya City increased to 16.13%
