Abstract

Pelayaran perintis merupakan pelayanan angkutan laut dengan trayek-trayek yang telah ditetapkan oleh pemerintah untuk menghubungkan pulau pulau di Indonesia terutama pada daerah 3TP. pemerintah terus berupaya melakukan pengoptimalan dan mencari solusi untuk menurunkan biaya operasional pelayaran kapal perintis. Solusi yang dapat digunakan adalah melakukan pengurangan rute armada perintis dengan melibatkan perusahan pelayaran komersial. Tujuan dari tugas akhir ini adalah melakukan analisis perencanaan perubahan rute pelayaran perintis melibatkan pelayaran komersial dengan melihat perpotongan yang terjadi antara trayek yang dimiliki sehingga dapat mengetahui dampak secara finansial bagi operator kapal. Metode komparasi digunakan dengan membandingkan perubahan yang terjadi pada opsi-opsi yang tersedia dalam menganalisis perubahan rute dari segi operasional dan finansial kapal. Berdasarkan kondisi eksisting diketahui terdapat 5 trayek pelayaran perintis dan 6 trayek pelayaran komersial pada daerah Kupang, Nusa Tenggara Timur. Bersarakan Hasil analisi pepotongan rute pada masing masing trayek terdapat 3 opsi perpotongan trayek pada R-23 dan 1 opsi perpotongan trayek pada R-24. Perpotongan yang terjadi pada masing masing trayek ini dilakukan analisis dari sisi operasionalnya dan finansial nya diketahui hanya opsi 1 trayek R-24 yang dapat digunakan dalam perubahan rute karena memberikan keuntungan pada kedua belah pihak. Pada opsi 1 trayek R-24 mengalami penurunan subsidi sebesar Rp 30.56 Juta sedangkan pelayaran komersial mengalami peningkatan profit sebesar Rp 809.70 Juta untuk opsi 1, opsi 2 dan opsi 3 trayek R-23 tidak dapat digunakan karenan memberikan kerugian. untuk opsi 1 trayek R-23 tidak dapat dilakukan karena frekuensi komersial melayani perintis melebihi frekuenis maksimal komersial. Untuk opsi 2 trayek R-23 meberikan kerugian pada pelayaran perintis dengan peningkatan subsidi sebesar Rp 1,828.60 Juta dan untuk opsi 3 trayek R-23 tidak dapat dilakukan karena frekuensi komersial melayani perintis melebihi frekuenis maksimal komersial.

Pioneer shipping is a maritime transport service with routes determined by the government to connect islands in Indonesia, especially in the 3TP area. the government continues to optimize and find solutions to reduce the operating costs of pioneer shipping. the solution can be used to reduce the route of the pioneer fleet by involving commercial shipping companies. The solution that can be used is to reduce the route of the pioneer fleet by involving commercial shipping companies. The purpose of this final project is to analyze the planning of pioneer shipping route changes involving commercial shipping by looking at the intersection that occurs between the owned routes so that it can determine the financial impact for ship operators. The comparison method is used by comparing the changes that occur in the available options in analyzing route changes from vessel operations and financial impacts. Based on the existing conditions, it is known that there are 5 pioneer shipping routes and 6 commercial shipping routes in the Kupang area, East Nusa Tenggara. Based on the results of route intersection analysis on each route, there are 3 route intersection options on R-23 and 1 route intersection option on R-24. The intersections that occur in each route are analyzed from both operational and financial perspectives. It is known that only option 1 for route R-24 can be used for the route change because it benefits both parties. Under option 1, route R-24 experiences a decrease in subsidies amounting to Rp 30.56 million, while commercial shipping sees an increase in profit of Rp 809.70 million. As for options 2 and 3 for route R-23, they cannot be used as they result in losses. Option 1 for route R-23 cannot be implemented because the commercial frequency serving the pioneer exceeds the maximum commercial frequency. Option 2 for route R-23 incurs losses for the pioneer shipping with an increase in subsidies of Rp 1,828.60 million. Lastly, option 3 for route R-23 cannot be implemented because the commercial frequency serving the pioneer exceeds the maximum commercial frequency.
