Abstract

Pada tahun 2023, arus petikemas di Indonesia memiliki target 11,53 juta TEUS. TEU adalah singkatan dari twenty-foot equivalent unit yang merupakan satuan yang menunjukkan ukuran kontainer sebesar 20 feet. Peningkatan target berpengaruh pada semakin padatnya kegiatan di terminal petikemas. Pekerja terminal petikemas pelabuhan adalah kumpulan orang yang melakukan kegiatan pelayanan petikemas di pelabuhan. Setiap perusahaan menginginkan proses bongkat muat yang cepat. Siklus kerja yang diperoleh pekerja dapat ditinjau dari aspek beban kerja dan tingkat kelelahan yang dapat memengaruhi perilaku safety pekerja. Pekerja yang kurang paham terhadap safety behavior berisiko mengalami kecelakaan kerja. BPJS Ketenagakerjaan mencatat pada sektor usaha Energi, Telekomunikasi, Transportasi terdapat 28.294 kasus Kecelakaan Kerja (KK) dan Penyakit Akibat Kerja (PAK) dalam rentang tahun 2019 – 2021 dengan peningkatan di tahun 2021 sebanyak 1.051 kasus. Salah satu perusahaan di daerah Pelabuhan Tanjung Perak merupakan perusahaan penyedia jasa kepelabuhan dalam pelayanan terminal petikemas. Perusahaan ini telah mendapat kategori Zero Accident. Namun, perhatian pada Keselamatan dan Kesehatan Kerja khususnya pekerja pelabuhan dapat terus diperbarui untuk menghindari kecelakaan kerja dan mempertahankan predikat Zero Accident. Penelitian ini memiliki fokus pada analisis pengaruh beban kerja terhadap safety behavior pekerja terminal petikemas pelabuhan di Terminal X dengan mempertimbangkan aspek kelelahan kerja. Metode yang digunakan adalah NASA-TLX, Fatigue Assessment Scale, dan Behavior Based Safety. Hasil penelitian mengungkap terdapat korelasi pada masing-masing effort, beban kerja, dan tingkat kelelahan terhadap safety behavior. Semakin tinggi effort, maka semakin rendah tingkat safety behavior. Semakin tinggi beban kerja, maka semakin rendah tingkat safety behavior. Dan semakin tinggi tingkat kelelahan, maka semakin tinggi safety behavior. Hasil dari persamaan uji regresi linear berganda mendapatkan beban kerja memengaruhi sebesar -0,001 dan tingkat kelelahan memengaruhi 0,004 terhadap tingkat safety behavior dengan nilai konstan 0,759. Sedangkan berdasarkan nilai R-Square, beban kerja memiliki pengaruh sebesar 2%, tingkat kelelahan memiliki pengaruh 6,2%, effort memiliki pengaruh sebesar 4% terhadap safety behavior. Sedangkan beban kerja dan NASA-TLX memiliki pengaruh sebesar 5,6% terhadap safety behavior. Kurang sesuainya hasil korelasi tingkat kelelahan karena menurut hasil wawancara, pekerja sudah terbiasa dengan pekerjaannya sehingga secara otomatis akan melakukan perilaku safety. Namun pihak manajemen sebaiknya melakukan perbaikan dengan penguatan pendidikan dan pelatihan, identifikasi risiko, penggunaan APD dengan lengkap dan benar, komunikasi efektif, dan perilaku disiplin. Pihak manajemen juga sebaiknya mengadakan forum “Safety Talk” dan “Safety Award” untuk meningkatkan kesadaran K3 di lingkungan kerja dengan pendekatan kekeluargaan dan kebersamaan.

The increase in the target has an effect on the denser activities at the container terminal. Port container terminal workers are a group of people who carry out container service activities at the port. Every company wants a fast loading and unloading process. The work cycle obtained by workers can be viewed from the aspect of workload and fatigue levels which can affect worker safety behavior. Workers who do not understand safety behavior are at risk of having work accidents. BPJS Ketenagakerjaan noted that in the Energy, Telecommunications, Transportation business sectors there were 28,294 cases of Work Accidents (KK) and Occupational Diseases (PAK) in the 2019-2021 range with an increase in 2021 of 1,051 cases. One of the companies in the Tanjung Perak Port area is a port service provider company in container terminal services. This company has received the “Zero Accident” category. However, attention to Occupational Safety and Health, especially for port workers, can be continuously updated to avoid work accidents and maintain the “Zero Accident” title. This study focuses on analyzing the effect of workload on the safety behavior of port container terminal workers at Terminal X by considering the aspect of work fatigue. The methods used are NASA-TLX, Fatigue Assessment Scale, and Behavior Based Safety. The results of the study revealed that there was a correlation between each effort, workload, and fatigue level on safety behavior. The higher the effort, the lower the level of safety behavior. The higher the workload, the lower the level of safety behavior. And the higher the fatigue level, the higher the safety behavior. The results of the multiple linear regression test equation show that workload has an effect of -0.001 and the level of fatigue has an effect of 0.004 on the level of safety behavior with a constant value of 0.759. Meanwhile, based on the R-Square value, workload has an effect of 2%, fatigue level has an effect of 6.2%, effort has an effect of 4% on safety behavior. Meanwhile, workload and NASA-TLX have an influence of 5.6% on safety behavior. The results of the fatigue level correlation are less appropriate because according to the results of the interviews, workers are used to their jobs so that they will automatically carry out safety behaviors. However, management should make improvements by strengthening education and training, risk identification, complete and correct use of PPE, effective communication, and disciplinary behavior. The management should also hold a "Safety Talk" and "Safety Award" forum to increase OSH awareness in the work environment with a family and togetherness approach.
