Abstract

Ketahanan pangan wilayah kepulauan sangat dipengaruhi oleh kualitas layanan angkutan laut. Masyarakat kepulauan di wilayah Kabupaten Pangkajene dan Kepulauan (Pangkep) biasanya menempuh perjalanan jam hingga hari untuk berbelanja bahan pangan. Kapal perintis diharapkan dapat membantu distribusi bahan pangan dengan aman pada di wilayah tersebut, namun sebagaian besar masyarakat terpaksa berbelanja menggunakan kapal kayu karena rentang kedatangan perintis yang lama yaitu 10 hari sekali. Hal ini disebabkan oleh jarak pelayaran dari lokasi pasokan menuju pulau terlalu jauh. Diperlukan lokasi pasokan baru berupa gudang yang mudah dijangkau masyarakat, serta rute kapal perintis yang optimum untuk memastikan ketersediaan bahan pangan di gudang. Tugas Akhir ini bertujuan untuk mengetahui dan merencanakan distribusi bahan pangan dengan menggunakan kapal perintis dan kapal kayu secara efisien, serta mengetahui estimasi biaya distribusi bahan pangan pada model distribusi yang baru. Metode yang digunakan adalah Set Covering untuk mendapatkan lokasi dan jumlah gudang yang dibangun, Shortest Path untuk menentukan urutan rute terpendek dan simulasi diskrit untuk membuat penjadwalan. Perencanaan distribusi ini menggunakan 2 (dua) skenario yaitu operasional gudang pada rute yang sudah ada dan operasional gudang pada rute baru. Skenario 2 terpilih karena memiliki biaya disribusi terkecil sebesar 11,17 miliar, 28% lebih rendah dibanding kondisi saat ini yaitu 14,44 miliar dan 404 juta lebih rendah dari pada skenario 1 sebesar 11,58 miliar.

The food security of island regions is significantly influenced by the quality of maritime transportation services. The island communities in Pangkajene and Kepulauan Regency (Pangkep), it typically takes hours to days to purchase food supplies. Feeder ships are expected to aid in the safe distribution of food; however, due to infrequent arrivals, occurring only once every 10 days, a considerable portion of the population is compelled to rely on wooden boats for their shopping needs. This situation arises from the considerable sailing distance between the supply location and the islands. To address this, there is a need for new supply locations in the form of easily accessible warehouses for the communities, along with an optimal feeder ship route to ensure the availability of food supplies in these warehouses. The aim of this final project is to efficiently plan and determine the distribution of food supplies using both feeder ships and wooden boats, as well as to estimate the distribution costs of the new distribution model. The methodology employed includes the Set Covering method to determine the locations and number of warehouses to be built, the Shortest Path method to identify the most efficient route and discrete simulation for scheduling. The distribution planning includes two scenarios: one involves the operation of warehouses along the existing routes the other involves the operation of warehouses along the new route. Scenario 2 was selected due to its lowest distribution cost, amounting to 11.17 billion, which is 28% lower than the current condition (14.44 billion), and 404 million lower than Scenario 1, which costs 11.58 billion.
