Abstract
PT. Perusahaan Listrik Negara (Persero) merupakan Badan Usaha Milik Negara (BUMN) yang menyediakan layanan listrik untuk diharapkan dapat terus meningkatkan rasio elektrifikasi hingga dapat memenuhi kebutuhan pelanggan baru maupun lama di seluruh Indonesia. Pertumbuhan demand yang tinggi, PLN dituntut untuk meningkatkan kapasitas produksinya. PLN terus berusaha meningkatkan layanannya dengan mengimplementasikan proyek–proyek ketenagalistrikan dan juga inisiatif peningkatan efektifitas dan efisiensi operasi. Penelitian ini menguji pengaruh project external environment, construction material supply related problem dan improper project design procurement process terhadap project performance failure melalui ineffective contract management pada proyek investasi peningkatan keandalan sistem 500 kV di PT PLN (Persero) Unit Induk Transmisi Jawa Bagian Timur dan Bali. Penelitian ini menggunakan metode kuantitatif dengan analisis SEM-PLS (Structural Equation Modelling Partial Least Square). Hasil penelitian menunjukkan bahwa project external environment, construction material supply related problem dan improper project design procurement process berpengaruh terhadap project performance failure melalui ineffective contract management pada proyek investasi peningkatan keandalan sistem 500 kV di PT PLN (Persero) Unit Induk Transmisi Jawa Bagian Timur dan Bali.

State Electricity Company or PT PLN (Persero) is a State-Owned Enterprise (BUMN) that provides electricity services and is expected to continue to increase the electrification ratio so that it can meet the needs of new and old customers throughout Indonesia. With high demand growth, PLN is required to increase its production capacity. PLN continues to strive to improve its services by implementing electricity projects as well as initiatives to improve operational effectiveness and efficiency. This study examines the effect of project external environment and construction material supply related problems on project performance failure through ineffective contract management in investment projects to increase the reliability of the 500 kV system at PT PLN (Persero) Unit Transmission of Eastern Java and Bali. This study used a quantitative method with SEM PLS (Structural Equation Modeling Partial Least Square). The results of the study show that project external environment has an effect on ineffective contract management, project external environment has an effect on project performance failure, construction material supply related problems has an effect on ineffective contract management, construction material supply related problems has had an effect on project performance failure, and ineffective contract management has an effect on project performance failure.
