Abstract

Tangki timbun bahan bakar minyak (BBM) merupakan fasilitas utama milik PT. X yang beroperasi sebagai tempat penimbunan di terminal BBM Kertapati Baru Palembang Sumatera Selatan. Saat ini terminal BBM Kertapati Baru sedang dibangun 1 (satu) unit tangki timbun dengan kapasitas 10.000 kiloliter dan belum diserah terimakan (project delivery) dari kontraktor ke PT. X, karena mengalami keterlambatan konstruksi dan dikhawatirkan nantinya berpotensi juga pada keterlambatan mulainya paket proyek pembangunan tangki timbun berikutnya.Dampak keterlambatan pembangunan tangki timbun berpotensi menyebabkan kegagalan operasi yang akhirnya bisa mempengaruhi ketahanan penyaluran Terminal BBM di Sumatera Selatan.
Kondisi saat ini, proyek EPC proses pemilihan desain di proyek pembangunan tangki timbun PT.X Sumbagsel, belum mempunyai pedoman resmi, akibatnya pemilihan menjadi subjektif (bersifat personal), tidak sistematis, dan mempengaruhi tahapan berikutnya di pengadaan dan pelaksanaan. Melalui penelitian ini diharapkan pemilihan desain dapat dilakukan secara obyektif dan terukur. Metode pengambilan keputusan untuk menentukan bobot kriteria yang penting adalah AHP, sedangkan untuk mengevaluasi alternatif adalah TOPSIS. Hasil dari pengaplikasian AHP yang dikombinasikan dengan TOPSIS dapat mengurutkan alternatif terbaik berdasarkan jarak solusi ideal.
Hasil penelitian yang diperoleh adalah subkriteria teknis memiliki bobot lebih tinggi dari kriteria ekonomis. Pada akhirnya, pemilihan desain proyek pembangunan tangki timbun yang menjadi prioritas adalah tangki timbun dengan tipe atap dome tinggi dinding 12 m dan lebar 34 m, fondasi slab beton mutu f’c 24.5 MPa dengan diameter 35 m dan tebal 80 cm, dan pancang kedalaman 24 m dengan tipe precast spun pile berdiameter 60 cm sebanyak 138 titik. Selanjutnya hasil penelitian ini diharapkan dapat digunakan sebagai acuan dalam menyelesaikan permasalahan serupa di perusahaan.

The fuel oil (BBM) storage tank is the main facility of PT. X which operates as a landfill at the Kertapati Baru Palembang BBM terminal, South Sumatra. Currently, the Kertapati Baru BBM terminal is being built with 1 (one) storage tank unit with a capacity of 10,000 kiloliters and has not been handed over (project delivery) from the contractor to PT. X, due to construction delays, and it is feared that later there will be a potential delay in the start of the next storage tank construction project package. The impact of delays in the construction of storage tanks has the potential to cause operational failures which can ultimately affect the resilience of the distribution of the BBM Terminal in South Sumatra.
The current conditions, the EPC project for the construction of a storage tank for PT. X Sumbagsel, where the design is at an early stage, does not yet have official guidelines for choosing a design, as a result, the selection becomes subjective, personal, and not systematic and affects the next stage in procurement and implementation. Through this research, it is hoped that design selection can be carried out objectively and measurably. The decision-making method for determining the weight of important criteria is AHP, while for evaluating alternatives is TOPSIS.
The results of the application of AHP combined with TOPSIS can sort the best alternative based on the ideal solution distance. The research results obtained are that the technical sub-criteria has a higher weight than the economic criteria. In the end, the design selection for the storage tank construction project that became the priority was a storage tank with a dome roof type with a wall height of 12 m and a width of 34 m, a concrete slab foundation of f'c quality 24.5 MPa with a diameter of 35 m and a thickness of 80 cm, and piles depth of 24 m with a precast spun pile type with a diameter of 60 cm as many as 138 points. Furthermore, the results of this study are expected to be used as a reference in solving similar problems in companies.
