Abstract

Indonesia merupakan negara yang terdiri dari beberapa pulau sehingga dalam pendistribusian barang tentunya sebagian besar menggunakan transportasi laut. Salah satunya adalah pada angkutan petikemas. Tetapi, lokasi pelabuhan di Indonesia memiliki letak geografis yang sangat berdekatan. Sehingga, menimbulkan intra-port competition yang sangat tinggi karena memiliki hinterland yang sama. Oleh karena itu, diperlukan penelitian mengenai penentuan kriteria-kriteria shipping line dalam pemilihan pelabuhan singgah. Jika shipping line dapat memutuskan terminal petikemas dengan tepat maka dapat menurunkan biaya logistik Indonesia. Pada tahun 2022, biaya logistik Indonesia sangat tinggi yaitu adalah 23,2%. Biaya logistik dipengaruhi oleh tiga faktor, yaitu biaya distribusi, biaya pergudangan dan biaya transportasi. Biaya transportasi terdiri dari biaya trasnportasi laut dan darat. Pada biaya transportasi laut dipengaruhi oleh kriteria produktivitas bongkar muat, waiting time, tarif pelabuhan, infrastruktur dan fasilitas. Sedangkan transportasi darat dipengaruhi oleh tarif trucking dan hinterland pelabuhan. Penelitian ini bertujuan untuk menentuan prioritas kriteria-kriteria tersebut yang dapat berguna untuk menurunkan biaya logistik Indonesia dan bagi operator terminal dapat mengevaluasi pelabuhan agar sesuai dengan kriteria yang diprioritaskan oleh shipping line. Berdasarkan permasalahan di atas, diperlukan suatu analisis untuk membantu shipping line dalam menentukan pelabuhan singgah. Metode yang digunakan dalam penelitian ini adalah metode komparasi dan analisis sensitivitas. Hasil analisis menunjukkan bahwa analisis sensitivitas pada persentase hanya 15% mengakibatkan perpindahan kapal pada kriteria produktivitas bongkar muat. Persentase 20% mengakibatkan perpindahan kapal pada kriteria tarif cargo handling cost. Persentase 35% mengakibatkan perpindahan kapal pada kriteria jarak trucking. Persentase 75% mengakibatkan perpindahan kapal pada kriteria waiting time dan tarif lapangan penumpukkan. Tetapi, pada persentase sampai 100% tidak terdapat perpindahan kapal yaitu pada kriteria waktu trucking. Sehingga, prioritas pemilihan pelabuhan singgah berturut turut adalah produktivitas bongkar muat, tarif cargo handling cost, jarak trucking, waiting time, tarif lapangan penumpukkan dan waktu trucking.

Indonesia is a country consisting of several islands so that in the distribution of goods, of course, most of them use sea transportation. One of them is in container transportation. However, the location of ports in Indonesia has a very close geographical location. Thus, causing very high intra-port competition because they have the same hinterland. Therefore, research is needed regarding the determination of shipping line criteria in selecting a port of call. If the shipping line can correctly decide on the container terminal, it can reduce Indonesia's logistics costs. In 2022, Indonesian logistics costs are very high at 23.2%. Logistics costs are influenced by three factors, namely distribution costs, warehousing costs and transportation costs. Transportation costs consist of sea and land transportation costs. The cost of sea transportation is influenced by the criteria for loading and unloading productivity, waiting time, port rates, infrastructure and facilities. Meanwhile, land transportation is affected by trucking and harbor hinterland tariffs. This study aims to determine the priority of these criteria which can be useful for reducing Indonesia's logistics costs and for terminal operators to evaluate ports so that they comply with the criteria prioritized by the shipping line. Based on the problems above, an analysis is needed to assist shipping line in determining the port of call. The method used in this study is the method of comparison and sensitivity analysis. The results of the analysis show that the sensitivity analysis at a percentage of only 15% results in ship displacement in the criteria for loading and unloading productivity. The percentage of 20% results in the ship changes berth at the cargo handling cost tariff criteria. The percentage of 35% results in the ship changes berth at the trucking distance criterion. The percentage of 75% results in the ship changes berth in the waiting time criteria and stacking field rates. However, at a percentage of up to 100% there is not the ship changes berth, namely the trucking time criterion. Thus, the priority for selecting consecutive ports of call is loading and unloading productivity, cargo handling cost rates, trucking distance, waiting time, stacking yard fees and trucking time
