Abstract
Industri hulu migas yang kompleks dan beresiko tinggi sangat dipengaruhi oleh ketersediaan dan kehandalan fasilitas produksi dimana pemeliharaan dan perbaikannya sebagian besar melibatkan kontraktor jasa. Proses pengadaan jasa di hulu migas mengikuti regulasi PTK 007 SKK MIGAS dimana pada tahapan evaluasi teknis memerlukan penentuan multi kriteria yang sesuai dengan ruang lingkup, mengikuti regulasi dan dapat diterapkan dengan menggunakan metode pengambilan keputusan. Penelitian terdahulu banyak dilakukan pada industri konstruksi dan non hulu migas yang penentuan kriterianya belum sesuai dan praktis sesuai kebutuhan, evaluasi teknis pengadaan jasa yang ada saat ini bergantung pada expert yang terbatas, subyektifitas yang lebih tinggi dengan kriteria yang kurang sesuai dan dapat mempengaruhi kegagalan tender dan dapat berdampak pada kualitas pelaksanaan jasa. Penelitian ini menentukan multi kriteria yang sesuai, dapat diaplikasikan, pembobotan kriteria dan model penilaian seleksi kontraktor pada tahapan evaluasi teknis pengadaan jasa di hulu migas dengan ruang lingkup pemeliharaan dan perbaikan instrumentasi dan kelistrikan pada fasilitas onshore menggunakan metode Analytical Hierarchy Process (AHP). Tahapan penelitian dimulai dengan identifikasi kriteria dan klasifikasi penelitian sebelumnya, kriteria yang saat ini digunakan, kajian awal multi kriteria dengan klasifikasinya sesuai dengan ruang lingkup dan regulasi, melakukan dua tahapan kuisioner dengan Forum Group Discussion (FGD) untuk menentukan kriteria utama, sub kriteria, kategori kriteria dan minimum penilaian untuk selanjutnya dilakukan penentuan pembobotan menggunakan tahapan AHP dan diterapkan dalam pemodelan penilaian seleksi kontraktor. Penelitian ini menghasilkan 4 kriteria utama dengan 16 sub kriteria (2 sub kriteria passed failed) dimana bobot tertinggi adalah Kemampuan Pemeliharaan dan Perbaikan sebesar 38.5% dengan penilaian minimum 65.439 untuk seluruh kriteria utama. Pemodelan penilaian seleksi kontraktor pada evaluasi teknis berdasarkan multi kriteria dengan pembobotan hasil AHP dan nilai minimum yang didapat lebih sesuai dengan ruang lingkup, praktis dan dapat diterapkan di hulu migas. Penelitian ini dapat membawa implikasi manajerial pada perusahaan hulu migas selain penerapan dan pengembangan AHP pada proses pengadaan lainnya, penerapan lebih luas kepada seluruh anak perusahaan yang ada juga dapat menjadi standarisasi penerapan AHP dalam semua bisnis proses yang membutuhkan metode pengambilan keputusan.

The complex and high-risk upstream oil and gas industry is influenced by the availability and reliability of production facilities where maintenance and repair activity mostly involve service contractors. The process of procuring services in upstream oil and gas follows PTK regulation 007 SKK MIGAS where at the technical evaluation stage it requires the determination of multiple criteria that are in accordance with the scope, follow regulations and can be implemented using decision-making methods. Previous research has mostly been carried out in the construction and non-upstream oil and gas industries where the determination of criteria has not been appropriate and practical according to needs, the current technical evaluation of service procurement relies on limited experts, higher subjectivity with inappropriate criteria and can affect tender failures and can have an impact on the quality of service delivery. This study determines the multi-criteria that are appropriate, applicable, weighting criteria and evaluation model for contractor selection at the technical evaluation stage of service procurement in the upstream oil and gas with the scope of maintenance and repair of electrical and instrumentation in onshore facilities using the Analytical Hierarchy Process (AHP) method. The research phase begins with identifying the criteria and classification of previous research, the criteria currently used, the initial multi-criteria study with its classification according to the scope and regulations, carrying out two stages of a questionnaire with Forum Group Discussion (FGD) to determine the main criteria, sub-criteria, category criteria and minimum assessment for further determination of weighting using the AHP stages and applied in the contractor selection assessment modeling. This study resulted in 4 main criteria with 16 sub criteria (2 passed failed criteria) where the highest weight was Maintenance and Repair Capability at 38.5% with a minimum rating at 65.439 for all main criteria. Modeling the assessment of contractor selection in technical evaluation based on main criteria and sub-criteria with AHP results weighted and the minimum value obtained is more in line with the scope, practical and applicable in upstream oil and gas. This research may have managerial implications for upstream oil and gas companies in addition to the application and development of AHP in other procurement processes, its wider application to all existing subsidiaries and become a standardization of AHP implementation in all business processes that require decision-making methods.
