Abstract
Garis pantai adalah garis batas pertemuan antara daratan dan air laut, dimana posisinya tidak tetap dan dapat berpindah sesuai dengan pasang surut air laut dan erosi pantai yang terjadi. Garis pantai merupakan bagian penting dari suatu negara kepulauan seperti Indonesia. Karena garis pantai dapat digunakan sebagai acuan penetapan batas wilayah bahkan batas negara dan untuk penetapan batas pengelolaan sumber daya alam. Selain itu garis pantai juga digunakan untuk menentukan batas wilayah laut provinsi dan kabupaten atau kota. Penelitian ini berfokus pada garis pantai di Kota Surabaya, utamanya di kawasan pesisir utara dan timur Surabaya. Kota Surabaya merupakan ibukota Provinsi Jawa Timur yang terletak di antara7°9'- 7°21' Lintang Selatan dan 112°36' -112°54' Bujur Timur. Salah satu metode penentuan garis pantai yang digunakan pada penelitian ini adalah Global Navigation Satellite System Real-Time Kinematic (RTK GNSS) dengan ketelitian hingga mencapai satuan milimeter (mm) untuk koordinat sumbu (X, Y, Z). Pada penelitian ini dilakukan validasi garis pantai dengan GNSS RTK dan citra satelit resolusi tinggi untuk memberikan posisi garis pantai yang tepat dan sesuai serta memvalidasi kesesuaian garis pantai milik BIG. Hasil dari penelitian ini memberikan visualisasi terhadap model garis pantai BIG dengan garis pantai hasil pengukuran menggunakan citra satelit dan RTK GNSS. Hasil dari perhitungan jarak antar garis pantai menunjukan pada 176 segmentasi terdapat jarak terdekat 0,07 m dan terjauh 836,19 m. Berdasarkan Perka BIG mengenai ketelitian geometri peta RBI, didapatkan kesesuaian garis pantai sebesar 43,64% pada ketelitian horizontal level 3 untuk peta skala 1:10.000.

The coastline is the boundary line between land and sea water, where the position is not fixed and can move according to the tides and coastal erosion that occurs. The coastline is an important part of an archipelagic country like Indonesia. Because the coastline can be used as a reference for determining territorial boundaries and even state boundaries and for determining natural resource management boundaries. In addition, coastlines are also used to determine the boundaries of provincial and district or city marine areas. This research focuses on the coastline in Surabaya City, especially in the north and east coastal areas of Surabaya. Surabaya City is the capital of East Java Province, located between 7°9'- 7°21' South latitude and 112°36' -112°54' East longitude. One of the shoreline determination methods used in this research is Global Navigation Satellite System Real-Time Kinematic (RTK GNSS) with accuracy up to millimeter (mm) units for the coordinate axes (X, Y, Z). This research validates the coastline with RTK GNSS and high-resolution satellite imagery to provide a precise and suitable coastline position and validate the suitability of BIG's coastline. The results of this research provide a visualization of the BIG coastline model with the coastline measured using satellite imagery and RTK GNSS. The distance calculation result between the two coastlines shows that in 176 measured segmentations there is a closest distance of 0.07 m and a farthest distance of 836,19 m between BIG’s coastline model and the measured coastline. Based on the BIG regulation on the geometric accuracy of RBI maps, the coastline suitability is 43.64% for level 3 horizontal accuracy of 1:10,000 scale maps.
