Abstract

Program NCICD (National Capital Integrated Coastal Development), merupakan program strategis nasional untuk menghasilkan solusi terintegrasi permasalahan utama Teluk Jakarta. Permasalahan utama tersebut adalah banjir dan keterbatasan air baku. Salah satu solusi yang diusulkan adalah pembangunan waduk lepas pantai (WLP) di Perairan Tanjung Pasir. Namun demikian pembangunan WLP berpotensi merubah prilaku hidrodinamika dan transpor sedimen yang pada akhirnya mempengaruhi kondisi fisik lingkungan pantai. Penelitian ini bertujuan mengkaji pola hidrodinamika dan transpor sedimen pada kondisi eksisting sebelum adanya WLP dan setelah WLP terbangun. Hasil kajian ini dapat menjadi bahan pertimbangan akademik pada tahap studi pra kelayakan konsep pembangunan WLP khususnya dan Program NCICD pada umumnya.
Dalam kajian ini, analisis pola hidrodinamika dan transpor sedimen dilakukan dengan pemodelan numerik. Untuk penyiapan data inputnya dilakukan tahapan-tahapan kegiatan berikut ini ; Pertama adalah pengambilan data primer sampel sedimen dasar dan sedimen layang; kedua adalah pemetikan data batimetri, arus, pasang surut dan gelombang; ketiga adalah pengumpulan data sekunder berupa data angin, debit sungai dan data pendukung lainnya. Data tersebut kemudian diuji dan dianalisis secara deskriptif di Laboratorium dan selanjutnya dilakukan pemodelan numerik menggunakan perangkat lunak MIKE 21 dan analisis statistik sedimen menggunakan metode Gradistat.
Berdasarkan hasil analisis, disimpulkan bahwa terdapat perbedaan signifikan pola transpor sedimen antara kondisi eksisting dengan kondisi apabila WLP terbangun. Untuk kondisi eksisting pada musim barat didapatkan konsentrasi sedimen layang 326,67 g/m3 di muara Sungai Cisadane bagian timur, pada musim timur didapatkan konsentrasi sedimen layang 100 g/m3 di muara Sungai Cisadane bagian timur. Untuk kondisi WLP pada musim barat dan timur didapatkan konsentrasi sedimen layang 23,3 g/m3 di sisi tengah dan timur WLP. Pada kondisi eksisting nilai rata-rata sedimentasi bed level 0,071 m dan erosi -0,060, sedangkan pada kondisi WLP 0,222 m dan erosi -0,141 m. Pada kondisi WLP bed level change pada sisi timurlaut WLP bertambah sebanyak ± 286,1 ribu m3, sedangkan pada sisi barat WLP berkurang sebanyak ± 0,215 juta m3. Analisis transpor sedimen memperlihatkan bahwa keberadaan WLP menyebabkan sedimentasi dan erosi di perairan Tanjung Pasir.

The NCICD (National Capital Integrated Coastal Development) program is a national strategic program to produce integrated solutions to the main problems of Jakarta Bay. The main problems are flooding and limited raw water. One of the proposed solutions is the construction of an offshore reservoir (WLP) in Tanjung Pasir waters. However, the development of WLP has the potential to change hydrodynamic behavior and sediment transport, which in turn affects the physical condition of the coastal environment. This study aims to examine the hydrodynamic patterns and sediment transport in the existing conditions before the existence of the WLP and after the WLP was built. The results of this study can be used as material for academic considerations at the pre-feasibility study stage of the WLP development concept in particular and the NCICD Program in general.
In this study, analysis of hydrodynamic patterns and sediment transport was carried out using numerical modeling. To prepare the input data, the following stages of activity are carried out; First is the collection of primary data samples of bottom sediments and floating sediments; second is data collection of bathymetry, currents, tides, and waves; third is the collection of secondary data in the form of wind data, river discharge, and other supporting data. The data was then tested and analyzed descriptively in the laboratory and then performed numerical modeling using MIKE 21 software and statistical analysis of sediments using the Gradistat method.
Based on the results of the analysis, it was concluded that there were significant differences in sediment transport patterns between the existing conditions and the conditions when the WLP was built. For the existing conditions in the west monsoon, a floating sediment concentration of 326.67 g/m3 was found in the eastern part of the Cisadane River estuary; in the east monsoon, a floating sediment concentration of 100 g/m3 was obtained in the eastern part of the Cisadane River estuary. For WLP conditions in the west and east monsoons, the concentration of suspended sediments was 23.3 g/m3 on the middle and east sides of WLP. In existing conditions, the average bed level sedimentation is 0.071 m, and erosion is -0.060, while in WLP conditions, it is 0.222 m, and erosion is -0.141 m. In WLP conditions, the bed level change on the northeast side of the WLP increased by ± 286.1 thousand m3, while on the west side of the WLP, it decreased by ± 0.215 million m3. Sediment transport analysis shows that WLP causes sedimentation and erosion in Tanjung Pasir waters.
