Abstract
Pandemi COVID-19 telah mempengaruhi banyak aspek kehidupan manusia. Kondisi tersebut menyebabkan menurunnya kualitas hidup dan meningkatnya ketidaksetaraan pada masyarakat perkotaan. Menurunnya kualitas hidup tersebut kemudian diperparah oleh masifnya mobilitas kendaraan bermotor yang merupakan faktor krusial penyebaran penyakit, polusi, serta menghabiskan biaya, waktu, dan energi apabila semakin jauh perjalanan yang dilakukan. Terdapat suatu urgensitas dalam pendistribusian sarana dan prasarana ke unit-unit yang lebih kecil, yang salah satunya dapat dilakukan dengan mengimplementasikan konsep 15-Minutes City. Kota Surabaya pernah menempati posisi tertinggi kasus COVID-19 serta kepemilikan kendaraan bermotor tertinggi di Provinsi Jawa Timur. Rungkut pernah menjadi salah satu wilayah penyumbang kasus COVID-19 terbanyak di Kota Surabaya. Oleh sebab itu, penelitian ini bertujuan untuk merumuskan penilaian berdasarkan konsep 15-Minutes City di UP I Rungkut yang berkualitas hidup masyarakatnya, resilien, mengurangi polusi, hingga mengurangi pengeluaran. Penelitian ini befokus pada dua sasaran dan menggunakan pendekatan mixed method. Pertama, merumuskan kriteria penilaian menggunakan Content Analysis. Kedua, kriteria penilaian yang ada kemudian dianalisis menggunakan analisis berbasis kuantitatif (terdiri dari analisis kepadatan penduduk menggunakan perbandingan spasial, analisis kepadatan bangunan menggunakan Kernel Density, dan analisis keterjangkauan menggunakan Network Analysis) dan kualitatif (deskriptif kualitatif) dengan luaran berupa karakteristik kondisi eksisting masing-masing kriteria penilaian yang menjadi bahan dalam mixed ranking scale. Dari hasil analisis, didapatkan sebanyak 26 kriteria penilaian serta diketahui terdapat 2 kriteria penilaian (7,69%) dengan predikat penilaian rendah, 12 kriteria penilaian (46,15%) dengan predikat penilaian sedang, dan 12 kriteria penilaian (46,15%) dengan predikat penilaian tinggi.

The COVID-19 pandemic has affected many aspects of human life. It has caused a decline in the quality of life and increased inequality in urban communities. The decline in quality of life is then exacerbated by the massive mobility of motorized vehicles which is a crucial factor in the spread of disease, pollution, and consumes costs, time, and energy the further the journey is made. There is an urgency in distributing facilities and infrastructure to smaller units, one of which can be done by implementing the 15-Minutes City concept. Surabaya City once had the highest number of COVID-19 cases and the highest motor vehicle ownership in East Java Province. Rungkut was once one of the areas that contributed the most COVID-19 cases in Surabaya City. Therefore, this research aims to formulate an assessment based on the 15-Minutes City concept in UP I Rungkut that has a quality of life for its people, is resilient, reduces pollution, and reduces expenses.
This research focuses on two objectives and uses a mixed method approach. First, the assessment criteria were formulated using Content Analysis. Second, the existing assessment criteria were then analyzed using quantitative-based analysis (consisting of population density analysis using spatial comparison, building density analysis using Kernel Density, and affordability analysis using Network Analysis) and qualitative (descriptive qualitative) with the output in the form of characteristics of the existing conditions of each assessment criteria which became material in a mixed ranking scale. From the analysis, 26 assessment criteria were obtained and it was found that there were 2 assessment criteria (7.69%) with a low assessment predicate, 12 assessment criteria (46.15%) with a medium assessment predicate, and 12 assessment criteria (46.15%) with a high assessment predicate.
