Abstract

Dalam Undang-Undang Nomor 3 tentang Ibu Kota Negara disebutkan bahwa Ibu Kota Negara Bernama Nusantara dan selanjutnya disebut sebagai Ibu Kota Negara Nusantara adalah satuan pemerintahan daerah yang bersifat khusus setingkat provinsi yang wilayahnya menjadi tempat kedudukan Ibu Kota Negara sebagaimana ditetapkan dan diatur dengan Undang-undang ini. Pada proyek pembangunan Ibu Kota Negara (IKN) Nusantara, sudah diperkirakan akan membutuhkan banyak material konstruksi dan alat berat. Supply material dan alat berat konstruksi pembangunan infrastruktur di Pulau Kalimantan selama ini berasal dari Pulau Jawa, dan sebagian lainnya bersumber dari Pulau Seumatra dan Pulau Sulawesi. Pemerintah sudah menentukan Pelabuhan Kariangau menjadi Pelabuhan utama dalam menunjang IKN Nusantara. Pelabuhan Kariangau yang memiliki kapasitas 630 ribu TEUs (twenty-foot equivalent unit) akan ditingkatkan menjadi 3,5 juta TEUs. Namun di daerah sekitar lokasi IKN Nusantara banyak terdapat Pelabuhan lain yang layak digunakan sebagai Pelabuhan penunjang IKN Nusantara. Seperti Pelabuhan Semayang, Pelabuhan Samarinda, dan juga Pelabuhan Kuala Samboja. Pelabuhan-pelabuhan ini selain besar, mereka juga terletak sangat dekat dengan lokasi IKN Nusantara. Pemilihan pemerintah terhadap Pelabuhan Kariangau sebagai Pelabuhan Penunjang IKN Nusantara dinilai salah dan terlalu besar meningkatkan kapasitas menjadi 3.5 juta TEUs. Pelabuhan Kariangau hanya membutuhkan sekitar 1.3 juta TEUs saja, tetapi untuk opsi termurah untuk menjadi pelabuhan penunjang IKN Nusantara adalah Pelabuhan Semayang dengan biaya sebesar 20 miliyar rupiah.

In Law Number 3 concerning the State Capital, it is stated that the State Capital is named "Nusantara," and it shall be referred to as the "Nusantara State Capital." It is a special administrative region, equivalent to a province, and its territory is designated as the location of the State Capital as stipulated and regulated by this law. The Nusantara State Capital development project (IKN Nusantara) is estimated to require a significant amount of construction materials and heavy equipment. Currently, the supply of construction materials and heavy equipment for infrastructure development on Kalimantan Island comes from Java Island, with some also sourced from Sumatra and Sulawesi Islands. The government has designated Kariangau Port as the main port to support IKN Nusantara. Kariangau Port, with a capacity of 630 thousand TEUs (twenty-foot equivalent units), will be upgraded to 3.5 million TEUs. However, in the vicinity of the IKN Nusantara location, there are many other ports suitable to be used as supporting ports for IKN Nusantara, such as Semayang Port, Samarinda Port, and Kuala Samboja Port. These ports are not only large but also located very close to the IKN Nusantara site. The government's decision to choose Kariangau Port as the supporting port for IKN Nusantara is considered to be erroneous and too costly to increase its capacity to 3.5 million TEUs. Kariangau Port only requires around 1.3 milionTEUs, but the most cost-effective option for becoming a supporting port for IKN Nusantara is Semayang Port, with a cost of 20 billion rupiahs.
