Abstract

Proses perencanaan FTTH sangat penting guna menentukan volume List Of Project (LoP) yang akan dikerjakan pada setiap STO/teritori. Tuntutan pencapaian target sales IndiHome yang tinggi, target revenue agar growth perusahaan tercapai dan arahan efektivitas CAPEX menjadi fokus perusahaan di tahun 2023. Sehingga penentuan prioritas lokasi pembangunan FTTH harus dapat ditentukan dengan menggunakan metode yang tepat dan teruji secara ilmiah. Okupansi port pembangunan dengan nilai ≥ 50% dari jumlah total 18 Sentral Telepon Otomat (STO) atau 18 teritory, diperoleh data; tahun 2020 sebanyak 15 STO, tahun 2021 sebanyak 16 STO dan tahun 2022 sebanyak 18 STO. Berdasarkan usulan pembangunan FTTH diperoleh data tahun 2022 sebanyak 4.332 cancel port, tahun 2021 terdapat 28.128 cancel port dan tahun 2022 mencapai 6.056 cancel port. Cancel port atau LoP yang didrop dan tidak dapat dilanjutkan pembangunannya didasarkan pada pertimbangan aspek finansial yang dipersyaratan yaitu < Rp. 1.200.000 per port. Penelitian menguji metode fuzzy delphi dan TOPSIS untuk mendapatkan kriteria dominan yang perlu dipertimbangkan manajemen dalam memprioritaskan lokasi pembangunan FTTH. Pembobotan diperoleh dari skor fuzzy delphi dari olah data kuesioner yang dibagikan kepada 9 responden ahli yang sudah dipilih berdasarkaan pengalaman mereka di FTTH. Hasil dari penelitian diperoleh 13 kriteria berserta nilai bobot yang memenuhi kriteria fuzzy delphi dengan threshold value ≤ 0.2 dan nilai konsensus para ahli > 75%. Kriteria tersebut antara lain; jumlah penduduk (0.9111), jumlah pelanggan teregister (0.9111), daya beli (0.900), Analisa Daerah Operasi (0.8815), Area Bisnis dan Perkantoran (0.8704) okupansi port (0.8630), Nilai ARPU (0.8296), Core Backbone (0.8074), Loyalitas Pelanggan (0.8000), availability port (0.7815), perijinan (0.7778), permintaan khusus pemerintah (0.7704) dan delivery layanan kompetitor (0.5667). Sepuluh kriteria yang disepakati paling dominan berpengaruh diuji dengan metode TOPSIS dan diperoleh lima lokasi prioritas pembangunan jaringan FTTH yaitu STO Mattoangin (0.6331), STO Bone (0.4808), STO Sinjai (0.4529), STO Selayar (0.4455) dan STO Pangkep (0.4450).

The FTTH planning process is very important to determine the volume of List Of Project (LoP) that will be carried out in each STO/territory. The demands of achieving IndiHome's high sales target, revenue target to achieve the company's growth and the direction of CAPEX effectiveness are the company's focus in 2023. So that the prioritization of FTTH development locations must be determined using appropriate and scientifically tested methods. The occupancy of the development port with a value of ≥ 50% of the total number of 18 Sentral Telepon Otomatis (STO) or 18 territories, obtained data; in 2020 as many as 15 STOs, in 2021 as many as 16 STOs and in 2022 as many as 18 STOs. Based on the proposed FTTH development, the data obtained in 2022 is 4,332 cancel ports, in 2021 there are 28,128 cancel ports and in 2022 it reaches 6,056 cancel ports. Cancel ports or LoPs that are dropped and cannot continue their construction are based on the consideration of the required financial aspects, namely < Rp. 1,200,000 per port. The study tested the fuzzy delphi and TOPSIS methods to obtain the dominant criterias that management needs to consider in prioritizing FTTH construction locations. The weighting is obtained from the fuzzy delphi scores from the data processing of questionnaires distributed to 9 expert respondents who have been selected based on their experience in FTTH. The results of the research obtained 13 criterias along with weight values that meet the fuzzy Delphi criteria with a threshold value ≤ 0.2 and a consensus value of experts > 75%. These criteria include: population (0.9111), number of registered customers (0.9111), purchasing power (0.900), analysis of operating areas (0.8815), business and office areas (0.8704), port occupancy (0. 8630), ARPU Value (0.8296), Core Backbone (0.8074), Customer Loyalty (0.8000), Port Availability (0.7815), Licensing (0.7778), Government Special Requirements (0.7704), and Competitor Service Delivery (0.5667). The ten criteria that were agreed to be the most dominant in terms of influence were tested using the TOPSIS method and resulted there are five priority locations for FTTH network development, namely STO Mattoangin (0.6331), STO Bone (0.4808), STO Sinjai (0.4529), STO Selayar (0.4455) and STO Pangkep (0.4450).
