Abstract

Kegiatan eksplorasi dan produksi minyak dan gas bumi di lepas pantai tidak dapat dilaksanakan tanpa adanya bantuan armada kapal – kapal sebagai penggerak kegiatan logistik. Operasi pelayaran armada kapal – kapal ini merupakan salah satu komponen biaya terbesar dalam kegiatan eksplorasi dan produksi minyak dan gas bumi lepas pantai. Rata – rata perusahaan minyak dan gas bumi tidak memiliki armada kapalnya sendiri, melainkan menyewa kapal. Saat ini perusahaan menyewa 1 kapal general cargo (GC) dan 4 kapal Achor Handling Tug Supply (AHTS). Opsi charter yang digunakan adalah time charter, sedangkan armada kapal tersebut tidak beroperasi secara terus menerus. Hal ini adalah penyebab tingginya komponen biaya yang dikeluarkan oleh perusahaan untuk kegiatan logistiknya. Pada penelitian ini untuk mendapatkan biaya yang paling rendah dilakukan metode optimasi untuk mendapatkan pola operasi armada kapal yang optimal tetapi dapat tetap memenuhi business process perusahaan. Skenario yang diusulkan pada penelitian ini adalah dengan mengganti rute pelayaran kapal serta mengurangi jumlah kapal yang disewa perusahaan. Kapal yang akan disewa menjadi hanya 1 kapal general cargo (GC) dan 2 kapal Anchor Handling Tug Supply (AHTS). Rute pelayaran untuk kapal GC tidak hanya Port to Port dari Jakarta – Matak tetapi menjadi Multiport (Jakarta – Area Operasional Perusahaan). Dari skenario yang diusulkan, didapatkan unit cost dengan selisih sejumlah Rp. 2,115,871 /ton atau Rp. 26,912,867,883 /tahun lebih murah dibandingkan skenario eksisting. =================================================================================================================================
Offshore Oil & GasExploration and Production activities cannot be carried out without the assistance of a fleet of vessels as the main driving force for logistical activities. The shipping operation of these vessels is one of the largest cost components in Offshore Oil & Gas Exploration and Production activities. On average, Oil & Gas companies do not own their own fleet of vessels, instead they opted to hire the vessels they needed. Currently the company hires 1 General Cargo vessel and 4 Anchor Handling Tug Supply (AHTS) vessels. The charter option used is time charter, but the fleet does not operate regularly. This is the cause of the high-cost component incurred by the company for its logistical activities. In this research, to obtain the lowest cost, optimization method was carried out to obtain an optimal model of fleet operations while still fulfilling the company’s business process. The scenario proposed in this research is to modify the shipping routes and reduce the number of vessels hired by the company. Only 1 General Cargo vessel and 2 Anchor Handling Tug Supply vessel will be hired. The shipping route for the General Cargo vessel will not operate as a Port-to-Port shipping only form Jakarta to Matak Base, but it will operate as a Multiport shipping from Jakarta to all of the company’s operational area including Matak Base as well. From the proposed scenario, the obtained unit cost of Rp. 2,115,871 /ton or Rp. 26,912,867,883 /year is cheaper compared to the existing scenario.
