Abstract

Penelitian ini bertujuan untuk mengevaluasi pemanfaatan sistem bela pengadaan dan menganalisis efektivitas serta efisiensi pengadaan barang/jasa pada Pemerintahan Kabupaten Badung. Metode pengumpulan data yang digunakan dalam penelitian ini adalah observasi, dokumentasi, dan wawancara dengan pendekatan kualitatif induktif. Responden dalam penelitian ini terdiri dari personal Unit Kerja Pengadaan Barang/Jasa Kabupaten Badung, Admin Merchant Bela Pengadaan, dan UMKM yang tergabung dalam aplikasi bela pengadaan. Analisis data dilakukan dengan framework ITIL v3. Hasil penelitian menunjukkan bahwa pemanfaatan sistem bela pengadaan berada pada nilai 3, yang artinya cukup efektif dan efisien. Walaupun di dalamnya masih ada kendala, namun kendala yang terjadi adalah dari sisi eksternal pengguna. Keefektifan dan keefesiensinya Bela Pengadaan dibuktikan dengan hasil: 1) rata-rata pesanan berhasil diperpendek menjadi 5 hari kalender; 2) tingkat keterlambatan pengiriman berhasil dikurangi menjadi hanya 8% dari total pesanan; 3) kepuasan pengguna meningkat menjadi 8,3 dari skala 1 hingga 10; 4) rasio efisiensi pengadaan sebelum adopsi aplikasi bela pengadaan adalah 55% dari total pesanan yang diajukan berhasil diproses; dan 5) penghematan biaya operasional sebesar 20% dari total biaya pengadaan sebelumnya. Terdapat 10 dari 17 fitur yang digunakan dalam Bela Pengadaan dan sisanya kurang digunakan. Jarangnya penggunaan fittur tersebut dikarenakan tidak sesuai kebutuhan pengguna. Sistem ini telah memberikan kontribusi positif dalam meningkatkan efisiensi proses pengadaan, mempercepat waktu penyelesaian pengadaan, dan meningkatkan akurasi data. Namun, penelitian ini juga mengidentifikasi beberapa kendala dalam pemanfaatan sistem, seperti kurangnya pemahaman dan keterbatasan teknis dari pengguna, serta kurangnya partisipasi dari sektor UMKM. Berdasarkan hasil penelitian ini, beberapa upaya dapat dilakukan untuk mengoptimalkan pemanfaatan sistem bela pengadaan di Kabupaten Badung, antara lain peningkatan pelatihan dan pemahaman pengguna terhadap sistem, peningkatan partisipasi UMKM, dan pembaruan teknis serta penyempurnaan sistem berdasarkan masukan dari pengguna.

This study aims to evaluate the utilization of the Bela Procurement system and analyze the effectiveness and efficiency of the procurement of goods/services in the Badung Regency Government. The data collection methods used in this research are observation, documentation, and interviews with an inductive qualitative approach. Respondents in this study consisted of personnel from the Badung Regency Goods/Services Procurement Work Unit, Bela Procurement Merchant Admins, and MSMEs who are members of the Bela Procurement application. Data analysis was performed using the ITIL v3 framework. The results of the study show that the utilization of the Bela Procurement system is at a value of 3, which means it is quite effective and efficient. Even though there are still obstacles in it, the obstacles that occur are from the external side of the user. The effectiveness and efficiency of Bela Procurement is proven by the results: 1) the average order has been shortened to 5 calendar days; 2) the delivery delay rate was reduced to only 8% of the total order; 3) user satisfaction increases to 8.3 from a scale of 1 to 10; 4) the ratio of procurement efficiency prior to the adoption of the Bela Procurement application is 55% of the total orders submitted successfully processed; and 5) operational cost savings of 20% of the total cost of the previous procurement. There are 10 out of 17 features used in Bela Procurement and the rest are not used. The use of this feature is rare because it does not meet user needs. This system has made a positive contribution in increasing the efficiency of the procurement process, accelerating procurement completion time, and increasing data accuracy. However, this study also identified several obstacles in using the system, such as a lack of understanding and technical limitations from users, as well as a lack of participation from the MSME sector. Based on the results of this study, several efforts can be made to optimize the utilization of the defense procurement system in Badung Regency, including increasing user training and understanding of the system, increasing MSME participation, and technical updates and improvements to the system based on input from users.
