Abstract

Rantai dingin memiliki peran penting dalam menjaga kualitas produk segar atau produk yang mudah rusak (perishable product). Dikarenakan rantai dingin memilik struktur yang kompleks dan pengoperasian yang rumit maka proses supply chain produk perishable akan berpontensi menimbulakan beberapa kejadian risiko yang bahkan tidak teridentifikasi sebelumnya. Oleh karena itu, manajemen risiko menjadi bagian penting dalam supply chain management untuk meningkatkan kinerja dan competitive advantage. Penelitian ini menggunakan dua metode dalam identifikasi dan penilaian risiko. Identifikasi risiko dilakukan dengan menggunakan pendekatan ISM untuk mengetahui hubungan kontekstual antar kejadian risiko. Hasil dari pendekatan ini berupa kejadian risiko prioritas untuk dilakukan tindakan mitigasi berjumlah 10 kejadian risiko dari total 32 kejadian risiko. Selanjutnya, penilaian risiko dilakukan menggunakan metode HOR 1 dengan hasil identifikasi 19 penyebab risiko dan diperhitungkan nilai Agregate Risk Potential (ARP) untuk menetapkan penyebab risiko prioritas. Hasilnya diperoleh 7 penyebab risiko prioritas yang berpengaruh terhadap aktivitas supply chain. Dari 7 penyebab risiko diperoleh 11 tindakan mitigasi risiko. Dengan menggunakan metode HOR tahap 2 tindakan mitigasi risiko dilakukan penilaian untuk mengetahui nilai effectiveness to difficulty (ETD) dari masing-masing tindakan mitigasi. Hasilnya diperoleh 6 tindakan mitigasi prioritas untuk risiko pada aktivitas supply chain yakni (PA11) implementasi 5S, (PA1) melakukan review dan evaluasi hasil input data dan perhitungan, (PA4) meningkatkan internal bonding melalui kegiatan bersama (olahraga, dll), (PA8) meningkatkan pelaksanaan SOP yang tepat dan sesuai diantara pekerja, (PA9) monitoring pelaksanaan SOP, dan (PA6) mengevaluasi perencanaan inventory.

Cold chain has an important role in maintaining the quality of fresh products or perishable products. Because cold chain has a complex structure and complicated operations, supply chain process of perishable product has potential to cause several risk events that have not been identified. Therefore, risk management is important for supply chain management to improve performance and competitive advantage. This study employs two methods for risk identification and assessment. Risk identification is performed using the ISM method to determine the contextual relationship between risk events. The result of ISM method is priority risk events for mitigation actions amounting to 10 risk events out of 32 risk events. Additionally, risk assessment is performed using the HOR 1 method, with the results of 19 risk agent and calculating the Aggregate Risk Potential (ARP) value to determine priority risk agent. The result is that there are 7 priority risk agents that have an impact on supply chain activities. Based on the 7 risk agents, 11 risk mitigation actions were obtained. Risk mitigation actions are evaluated using HOR 2 to establish the effectiveness to difficulty (ETD) value. The calculation provides six priority risk-mitigation actions for supply chain activities, which are (PA11) implementing 5S, (PA1) reviewing and evaluating the results of the computations and input data, (PA4) enhancing employee bonding through group activities (sports, etc.), (PA8) improving the implementation of relevant and appropriate SOPs among employees, (PA9) monitoring the implementation of SOPs, and (PA6) evaluating inventory planning.
