Abstract

Kawasan Ekonomi Khusus (KEK) Tanjung Lesung merupakan KEK pariwisata sehingga pembangunannya ditujukan untuk meningkatkan ekonomi dan pariwisata nasional. Pembangunan peternakan ikan laut dan restoran menjadi objek yang sangat membantu untuk meningkatkan ekonomi dan pariwisata nasional. Karena peternakan ikan dapat membantu meningkatkan produksi ikan secara nasional dalam kondisi musim panceklik dan restoran menjadi daya tarik wisata kuliner yang bersifat luwes dalam menyuguhkan hiburan bagi wisatawan. KEK Tanjung Lesung telah memiliki masterplan dengan banyak proyek yang akan dibangun, di mana tidak tersedia lahan untuk membangun peternakan ikan laut dan restoran. Maka dari itu, pada Tugas Akhir ini peternakan ikan laut dan restoran akan dibangun secara terapung. Dari kuesioner yang telah disebar kepada masyarakat, maka ditentukan fasilitas floating dan payload luasan pada floating fish farm and restaurant seluas 2075 m^2. Dengan mengambil rata-rata jumlah penumpang berdasarkan kuesioner yang telah dilakukan, maka ditentukan pengunjung floating fish farm and restaurant yaitu sebanyak 60 orang dengan 20 orang kru. Ukuran utama yang memenuhi kriteria untuk floating fish farm and restaurant adalah LoA = 60 m; Lpp = 58,7 m; B = 16 m; H = 4,5 m, T = 3.3 m. Analisis teknis yang dilakukan berupa perhitungan berat, perhitungan trim, perhitungan stabilitas, perhitungan freeboard, dan corotion rate. Kemudian, dilakukan desain Rencana Garis, Rencana Umum, Perencanaan Keselamatan, dan Model 3D. Pada Tugas Akhir ini juga dilakukan analisis ekonomis dengan total biaya pembangunan senilai Rp 35.297.159.152, dengan biaya operasional sebesar Rp 5.880.277.876/tahun. Dilakukan perhitungan dan didapatkan nilai Net Present Value (NPV) sebesar Rp 17,365,766,772, Internal Rate of Return (IRR) senilai 19%, dan payback period selama 5 tahun 0 bulan 28 hari.

The Tanjung Lesung Special Economic Zone (SEZ) is a tourism SEZ so that its development is aimed at increasing the national economy and tourism. The development of marine fish farms and restaurants is an object that is very helpful for increasing the national economy and tourism. This is because fish farms can help increase national fish production during lean season conditions and restaurants are a culinary tourist attraction that is flexible in providing entertainment for tourists. Tanjung Lesung SEZ already has a master plan with many projects to be built, where land is not available to build marine fish farms and restaurants. Therefore, in this Final Project a marine fish farm and restaurant will be built floating. From the questionnaire that has been distributed to the public, it is determined that the floating facility and payload area of the floating fish farm and restaurant are 2075 m^2. By taking the average number of passengers based on the questionnaire that has been carried out, the floating fish farm and restaurant visitors are determined as many as 60 people with 20 crew members. The main size that meets the criteria for floating fish farm and restaurant is LoA = 60 m; Lpp = 58.7 m; B=16m; H = 4.5 m, H = 3.3 m. The technical analysis is carried out in the form of weight calculation, trim calculation, stability calculation, freeboard calculation, and corrosion rate. Then, the design of the Line Plan, General Plan, Safety Plan, and 3D Model is carried out. In this Final Project, an economic analysis was also carried out with a total development cost of IDR 35,297,159,152, with an operational cost of IDR 5,880,277,876/year. The calculations were carried out and the Net Present Value (NPV) was Rp. 17,365,766,772, the Internal Rate of Return (IRR) was 19%, and the payback period was 5 years 0 months 28 days.
