Abstract

Bendungan Jatibarang merupakan bendungan yang terletak di Kota Semarang, bendungan tersebut memiliki jarak yang dekat dengan pemukiman. Keruntuhan bendungan mayoritas disebabkan oleh dua penyebab yaitu piping dan overtopping. Dengan debit saat PMF sebesar 1223,08 m3/detik Bendungan Jatiabarang tidak mengalami overtopping. Pada peerhitungan angka keamanan piping pada tubuh Bendungan Jatibarang didapatkan tubuh bendungan telah aman terhadap piping. Selanjutnya untuk melakukan analisis keruntuhan bendungan menggunakan skenario piping pada elevasi 81,90 m. Analisis keruntuhan Bendungan Jatibarang menggunakan software HEC – RAS pada skenario Piping MAB menghasilkan area genangan paling luas diantara skenario lainnya dengan luas genangan seluas 30,590 Km2. Berdasarkan klasifikasi bahaya bendungan oleh PUPR, daerah hilir bendungan Jatibarang berada pada kelas 4 dengan tingkat bahaya sangat tinggi. Hal ini dikarenakan jumlah Penris berdasarkan jarak berada atau melebihi pada klasifikasi kelas 4. Sedangkan berdasarkan indeks risiko keruntuhan Bendungan Jatibarang menurut BNPB mayoritas area hiir bendungan berisiko tinggi. Berdasarkan laporan analisis InaSAFE, jumlah penduduk yang harus mengungsi akibat keruntuhan Bendungan Jatibarang sebanyak 11,1 ribu jiwa. Sebagai sarana mitigasi bencana, lokasi pengungsian dan jalur evakuasi terbagi menjadi dua zona yaitu zona barat dan zona timur. Pembagian zona didasarkan atas pertimbangan keamanan sesuai dengan Peraturan Kepala BNPB No.7 Tahun 2008.

Jatibarang Dam is a dam located in Semarang City. The dam is situated close to residential areas. Most dam collapses are caused by two factors, piping and overtopping. With a PMF discharge of 1223.08 m3/second, Jatibarang Dam does not experience overtopping. The safety calculation for piping in the body of Jatibarang Dam shows that it is secure against piping. Furthermore, to analyze the dam's collapse, a piping scenario at an elevation of 81.90 m is used. The analysis of Jatibarang Dam's collapse is performed using HEC - RAS software, resulting in the largest flooded area compared to other scenarios, with a flooded area of 30.590 km2. Based on the dam hazard classification by the Ministry of Public Works and Housing (PUPR), the downstream area of Jatibarang Dam falls into class 4 with a very high hazard level. This is due to the number of Penris falling within or exceeding the class 4 classification based on distance. Meanwhile, according to the risk index analysis by the National Disaster Management Agency (BNPB), most of the downstream area of Jatibarang Dam is at high risk of collapse. According to the InaSAFE analysis report, approximately 11.1 thousand people would need to be evacuated due to the dam's collapse. As a disaster mitigation measure, the evacuation locations and routes are divided into two zones, namely the western zone and the eastern zone. The division of zones is based on safety considerations in accordance with the Head of BNPB Regulation No.7 of 2008.
