Abstract

Dalam pengoperasian PLTU Paiton menghasilkan limbah dari hasil pembakaran batubara sebagai bahan bakar untuk dapat menghasilkan tenaga listrik. Limbah dari batubara yang berupa flying ash – bottom ash tidak diizinkan untuk langsung dibuang, limbah ini terlebih dahulu harus diolah agar tidak mencemari lingkungan karena limbah ini dulunya tergolong ke dalam B3. Pada kondisi eksisting limbah dari batubara PLTU Paiton diolah di tempat pengolahan limbah yang berada di daerah Cileungsi, Jawa Barat. Limbah ini diangkut dengan menggunakan truk dari PLTU Paiton, Probolinggo menuju ke Cileungsi, Jawa Barat. Penggunaan truk untuk mengangkut limbah Batubara ini dinilai kurang efektif dari segi biaya maupun lingkungan. Selain itu juga penggunaan truk dengan muatan yang banyak dapat menambah beban jalan serta menimbulkan polusi berbahaya. Penggunaan truk dapat digantikan dengan kapal maupun tongkang untuk mengangkut limbah tersebut. Penggunaan alat transportasi laut ini diharapkan nantinya dapat mengangkut lebih banyak limbah dalam satu kali pengangkutan dan juga dapat mengurangi beban jalan. Berdasarkan hasil analisis yang telah dilakukan diperoleh unit biaya minimum yaitu pada opsi pengiriman limbah dengan menggunakan kapal Ocean Going dengan unit biaya sebesar Rp. 267.719 /ton dengan opsi sewa kapal Time Charter Hire. Sedangkan unit biaya termahal adalah jika melakukan pengiriman limbah menggunakan truk dengan jalur tidak melewati tol dengan unit biaya sebesar Rp. 885.564 /ton.

Paiton Electric Steam Power Plant produces waste from burning coal to generate electricity. The waste from burning coal in the form of flying ash-bottom is prohibited to be disposed of immediately. This waste must first be processed so that it does not pollute the environment, because this waste was previously classified as hazardous and toxic waste. In the existing condition, those waste is processed at a waste processing site at Cileungsi, West Java. This waste is transported via land by using fleet of trucks from Paiton, East Java. The use of trucks to transport this waste is considered non effective in terms of cost and environment. In addition, the use of trucks with massive loads will damage the road more and produce lots of pollution. The use of trucks can be replaced by ships or barges to transport those waste. It is hoped that by using the sea transportation option, more waste can be transported in one trip, reducing the pollution caused by a massive fleet of trucks, and also reducing the load on the roads where those trucks pass by. Based on the results of the analysis that has been carried out, the minimum unit cost will be achieved by using the Ocean Going Ship and using the term “Time Charter Hire” with a total unit cost of Rp. 267,719/ton. While the most expensive unit cost is obtained by transporting the waste via land by using trucks and passing through the highway. The unit cost obtained is as high as Rp. 885,564, almost triple compared to the unit cost of using sea transportation methods.
