Abstract
PT X merupakan perusahaan jaringan layanan bahan bakar aviasi domestik yang mengelola bahan bakar minyak penerbangan jenis Avtur Jet A1 mulai dari proses penerimaan, penimbunan, dan penyaluran. Setiap proses mempunyai potensi bahaya dan risiko keselamatan dan kesehatan kerjanya masing-masing. Oleh karena itu, sesuai dengan prinsip manajemen risiko keselamatan dan kesehatan kerja (K3), perlu dilakukan analisis risiko yang mendalam pada proses tersebut untuk dapat mengetahui potensi bahaya dan risikonya sehingga pekerjaan dapat dilakukan dengan aman. Analisis risiko dilakukan menggunakan metode HIRADC (Hazard Identification, Risk Assessment, Determining Control) yang terdiri dari identifikasi bahaya, penilaian risiko, dan penentuan pengendalian. Berdasarkan HIRADC, kemudian dilakukan pengaplikasian sistem dinamik dengan Causal Loop Diagrams (CLD) untuk menggambarkan hubungan antara risiko, faktor penyebab risiko dan pengendalian risikonya. CLD dibuat menggunakan perangkat lunak simulasi Vensim PLE. Hasil identifikasi bahaya menunjukkan bahwa bahaya di PT X terdiri dari 17 bahaya kimia, 24 bahaya fisik, dan 4 bahaya ergonomi. Penilaian risiko menunjukkan bahwa terdapat 3 risiko tingkat rendah, 13 risiko tingkat rendah ke sedang, 13 risiko tingkat sedang, 9 risiko tingkat sedang ke tinggi, dan 6 risiko tingkat tinggi. Pengendalian risiko yang telah dilakukan antara lain eliminasi, substitusi, kontrol teknik, administrasi, dan alat pelindung diri. Berdasarkan CLD, pengendalian risiko dapat ditingkatkan dengan memperhatikan faktor operasional, faktor manusia, dan faktor organisasi.

PT X is a domestic aviation fuel service network company that manages Avtur Jet A1 aviation fuel starting from the receiving, storage and distribution process. Each process has its own potential hazards and safety and health risks. Therefore, in accordance with the principles of occupational safety and health risk (OHS) management, it is necessary to carry out an in-depth risk analysis of the process to be able to identify potential hazards and risks so that work can be carried out safely. Risk analysis is carried out using the HIRADC (Hazard Identification, Risk Assessment, Determining Control) method which consists of hazard identification, risk assessment, and determination of controls. Based on HIRADC, a dynamic system is then applied with Causal Loop Diagrams (CLD) to describe the relationship between risk, risk causal factors and risk control. CLD was created using the Vensim PLE simulation software. The results of hazard identification show that the hazards in PT X consist of 17 chemical hazards, 24 physical hazards, and 4 ergonomic hazards. Risk assessment shows that there are 3 low-level risks, 13 low-to-medium risks, 13 medium-level risks, 9 medium to high-level risks, and 6 high-level risks. Risk control that has been carried out includes elimination, substitution, engineering control, administration, and personal protective equipment. Based on CLD, risk control can be improved by paying attention to operational factors, human factors, and organizational factors.
