Abstract

Dalam program mandatori B30 peningkatan pencampuran biodiesel dengan bakan bakar minyak jenis solar dilaksanakan karena melihat keberhasilan implementasi program B20 dan selaras dengan target pencampuran biodiesel yang tertuang pada Peraturan Menteri ESDM ( Energi dan Sumber Daya Mineral ) Nomor 12 tahun 2015. Penerapan B30 juga diharapkan dapat semakin mengurangi laju impor BBM ( Bahan Bakar Minyak ) sehingga meningkatkan devisa negara. Pendistibusian B30 sudah dilakukan diawal tahun 2020 dan akan terus berkembang menjadi B100. Dengan tujuan implementasi program mandatori BBN ( Bahan Bakar Nabati ) di Indonesia yaitu memenuhi komitmen pemerintah untuk mengurangi emisi GRK ( Emisi Gas Rumah Kaca ) sebesar 29% dari BaU ( Business as Usual ) pada 2030. Berdasarkan Keputusan Menteri ESDM No. 1803 K/10/MEM/2018 terdapat 26 Badan Usaha BBN ( Bahan Bakar Nabati ) yang menyuplai FAME dan 22 BU BBM yang mengelola FAME ( fatty acid methyl ester ). Dalam studi penelitian ini dilakukan perencanaan proses distribusi meliputi rute distribusi, pemilihan moda kapal, dan penentuan jumlah kebutuhan kapal sehingga dapat dihasilkan perencanaan biaya yang optimum. Dalam menentukan pola operasi dengan pola port to port akan memilih 4 rute dari total rute 20 rute dari 5 titik supply dan 4 titik penerima B30. Dengan menggunakan metode optimasi untuk memilih rute dan kapal yang memenuhi kebutuhan demand di 4 rute, yang terpilih menggunakan kapal 1 melayani rute 1, kapal 2 ada 2 melayani rute 3 dan rute 12, dan kapal 4 rute 6 dengan biaya minimum unit cost Rp 1.086.688 dengan jumlah kapal 51.

In the mandatory B30 program, the increased blending of biodiesel with diesel fuel oil was implemented due to the successful implementation of the B20 program and in line with the biodiesel blending target as stipulated in the Minister of Energy and Mineral Resources Regulation No. 12 of 2015. The implementation of B30 is also expected to further reduce the rate of fuel imports, thereby increasing the country's foreign exchange. The distribution of B30 has been carried out at the beginning of 2020 and will continue to develop into B100. The purpose of implementing the mandatory biofuel program in Indonesia is to meet the government's commitment to reduce GHG emissions (Greenhouse Gas Emissions) by 29% from BaU (Business as Usual) by 2030. Based on the Decree of the Minister of Energy and Mineral Resources No. 1803 K/10/MEM/2018, there are 26 biofuel business entities that supply FAME and 22 fuel business entities that manage FAME (fatty acid methyl ester). In this research study, the distribution process planning includes distribution routes, selection of ship modes, and determination of the number of ship requirements so that an optimum cost planning can be produced. In determining the operating pattern with a port to port pattern, 4 routes will be selected from a total of 20 routes from 5 supply points and 4 B30 receiving points. By using the optimization method to select routes and ships that meet demand needs in 4 routes, the selected ship 1 serves route 1, ship 2 serves route 3 and route 12, and ship 4 route 6 with a minimum unit cost of Rp 1,086,688 with a number of ships 51.
