Abstract

Pengendalian Waktu, Biaya dan Mutu pada Pelaksanaan Pembangunan Proyek merupakan hal yang paling utama yang harus diperhatikan untuk keberhasilan dari penyelesaian suatu proyek. Selama proses pelaksanaan pada setiap proyek konstruksi pasti mengalami perubahan waktu,maupun biaya. Perubahan durasi penyelesaian proyek yang mengalami keterlambatan sering terjadi di Proyek Konstruksi hal ini disebabkan oleh terhambatnya pembersihan lahan, kurangnya sumber daya manusia, dan faktor cuaca. Percepatan waktu pada proyek Underpass ini juga di latar belakangi diharapkan proyek dapat selesai sebelum lebaran hal ini karena terdapat target untuk kebutuhan mudik pada saat itu. Berubahnya timeline durasi tersebut menyebabkan terjadinya perubahan anggaran biaya yang dikeluarkan dengan anggaran biaya yang telah direncanakan. Pada proyek Jalan Tol Cileunyi – Sumedang – Dawuan Seksi 1 Tahap 3 memiliki permasalahan utama penyebab keterlambatan yaitu masalah pembebasan lahan. Oleh Karena itu diperlukan percepatan waktu pada Proyek Pembangunan Jalan Tol Cisumdawu karena perlu adanya pengendalian proyek yang efektif untuk mendapatkan durasi dan biaya yang paling optimum. Dalam mengoptimalisasi waktu dan biaya pengendalian proyek dipilih metode percepatan waktu yaitu menggunakan metode pertukaran Waktu dan Biaya atau biasa disebut dengan Time Cost Trade Off (TCTO). Time Cost Trade Off merupakan metode untuk mengoptimalkan biaya dengan cara mengurangi durasi dalam suatu proyek yang dipusatkan pada kegiatan yang berada pada jalur kritis. Data Proyek Kurva S pelaksanaan sangat dibutuhkan dalam proses menganalisa keterlambatan proyek. Dalam menganalisis percepatan waktu dan biaya dengan menggunakan metode Time Cost Trade Off (TCTO) menggunakan alternatif scenario percepatan dengan penambahan jam kerja dan grup kerja serta alat.

Control of Time, Cost and Quality in Project Development Implementation is the most important thing to note for the success of a project's completion. During the implementation process, each construction project must have undergone changes in time, and cost. Changes in the duration of project completion that have experienced delays often occur in Construction Projects due to land clearing constraints, lack of human resources, and weather factors. The background for the time acceleration for the underpass project is that it is hoped that the project will be completed before Eid this is because there is a target for homecoming needs at that time. The change in the duration timeline caused a change in the budget of expenses incurred with the planned budget budget. On the Chilean Expressway – Sumedang – Dawuan Section 1 Phase 3 project, the main problem of delay is the land acquisition problem. Therefore, it is necessary to accelerate time on the Cisumdawu Expressway Construction Project because there is a need for effective project control to get the most optimum duration and cost. In optimizing the time and cost of project control, a time acceleration method is chosen using the Time and Cost exchange method or commonly referred to as Time Cost Trade Off (TCTO). Time Cost Trade Off is a method of optimizing costs by reducing the duration of a project centered on activities that are on a critical path. Implementation of Project Curve S is urgently needed in the process of analyzing project delays. In analyzing time and cost acceleration using the Time Cost Trade Off (TCTO) method, the alternative acceleration scenario with the addition of work hours and work groups and tools.
