Abstract

Sudetan Sungai Ciliwung ke Kanal Banjir Timur (KBT) merupakan salah satu upaya untuk pengendalian banjir dari skema master plan pengendalian banjir di Jakarta dengan perencanaan awal dapat mengalirkan debit sebesar 60m3/s dari Sungai Ciliwung menuju KBT. Dalam proyek akhir ini untuk mendapatkan debit banjir rencana dilakukan analisis hidrologi menggunakan metode HSS Nakayasu dengan berbagai periode ulang Sungai Ciliwung sepanjang 124 km dan luas DAS 386 km2. Dari hasil permodelan HEC-RAS, sudetan hanya dapat mengalirkan debit banjir maksimal sebesar 34,85 m3/s hingga 52,45 m3/s dengan persentase reduksi banjir sebesar 9,72% hingga 12,16% dari debit banjir rencana Sungai Ciliwung. Sebelum adanya sudetan Sungai Ciliwung mengalami normalisasi, setelah dilakukan normalisasi Sungai Ciliwung pada debit banjir periode ulang 1 tahun dengan debit sebesar 323 m3/s sudah mengalami kondisi full bank dengan ketinggian elevasi muka air 14,19 m, sedangkan pada kondisi setelah normalisasi sungai ciliwung mengalami penurunan elevasi muka air hingga menjadi 11,09 m sehingga didapatkan penurunan elevasi muka air sebesar 3,1 m. Diperlukan pembukaan dua pintu air dengan ketinggian dari 0,7 m hingga 1,22 m, agar memenuhi debit pengalihan yang telah direncanakan dari Sungai Ciliwung menuju KBT sehingga debit dari Sungai Ciliwung dapat dialihkan secara maksimal.

The Ciliwung River to the East Flood Canal (KBT) is one of the efforts to control floods from the flood control master plan scheme in Jakarta with the initial planning being able to flow a discharge of 60m3/s from the Ciliwung River to the KBT. In this final project, to obtain the planned flood discharge, a hydrological analysis was carried out using the Nakayasu HSS method with various return periods of the Ciliwung River, 124 km long and 386 km2 watershed area. From the HEC-RAS modeling results, the cutoff can only carry a maximum flood discharge of 34.85 m3/s to 52.45 m3/s with a flood reduction percentage of 9.72% to 12.16% of the planned flood discharge of the Ciliwung River. Before the Ciliwung River was normalized, after the normalization of the Ciliwung River on a 1-year return period flood discharge with a discharge of 323 m3/s had experienced a full bank condition with a water level elevation of 14.19 m, whereas in conditions after normalization the Ciliwung River experienced a decrease in the water level to 11.09 m resulting in a decrease in the water level of 3.1 m. It is necessary to open two sluice gates with a height of 0.7 m to 1.22 m, in order to fulfill the planned diversion discharge from the Ciliwung River to the KBT so that the discharge from the Ciliwung River can be diverted optimally.
