Abstract

Pulau Kalimantan terkenal dengan pulau seribu sungai. Banyak masyarakat yang tinggal di hulu sungai yang memerlukan pelayanan kesehatan dari pemerintah. Kapal Puskesmas didesain untuk memberikan layanan kesehatan yang dapat menjangkau masyarakat di hulu sungai Kalimantan. Penelitian ini bertujuan untuk mendapatkan ukuran utama dan desain Kapal Puskesmas yang memenuhi persyaratan teknis dan regulasi. Dihitung pula biaya yang dibutuhkan untuk pembangunan dan operasional kapal tersebut. Daerah operasional yang dijadikan studi kasus dalam penelitian ini adalah hulu Sungai Sembakung yang mencakup kecamatan Sembakung, Lumbis, Lumbis Ogong, Lumbis Pansiangan, dan Lumbis Hulu. Metode desain kapal yang digunakan adalah Parent design approach. Kapal Puskesmas yang didesain menggunakan sistem hybrid renewable energy untuk memenuhi kebutuhan kelistrikan pada kapal. Hybrid renewable energy source yang digunakan berasal dari tenaga cahaya matahari dan bahan bakar minyak. Sebanyak enam panel surya dengan tipe monokristalin direncanakan untuk memenuhi kebutuhan listrik sebanyak 2,498 kW. Kapal puskesmas yang didesain memilki ukuran utama Panjang (Lpp): 16,5 m; Lebar (B): 4 m; Tinggi (H): 1,7 m; Sarat (T): 1 m; dengan kapasitas 12 orang penumpang, dan 8 orang crew. Kapal dilengkapi dengan fasilitas puskesmas seperti ruang pemeriksaan, poli umum, ruang tenaga kesehatan, dan ruang tunggu dan adminitrasi. Ukuran utama dan desain kapal puskesmas (lines plan, general arrangements, dan safety plan) telah memenuhi persyaratan teknis dan regulasi yang meliputi freeboard, trim, stabilitas dan persyaratan keselamatan. Total biaya pembangunan yang diperlukan untuk Kapal Puskesmas adalah sebesar Rp. 1,152,296,487.02 dan biaya operasional kapal dalam setahun sebesar Rp1,033,898,534.

Kalimantan Island is renowned for its thousand rivers. Many communities residing along the riverbanks require healthcare services from the government. A Mobile Health Center (Puskesmas) boat is designed to provide healthcare services to reach these communities in the upstream regions of Kalimantan. This study aims to determine the primary dimensions and design of the Puskesmas Boat that meet technical requirements and regulations. Additionally, the costs required for the construction and operation of the boat are calculated. The operational area chosen for this research is the upstream area of the Sembakung River, covering the sub- districts of Sembakung, Lumbis, Lumbis Ogong, Lumbis Pansiangan, and Lumbis Hulu. The boat design method employed is the Parent Design Approach. The designed Puskesmas Boat utilizes a hybrid renewable energy system to meet its electrical needs. The hybrid renewable energy sources used consist of solar energy and oil fuel. Six monocrystalline solar panels are planned to meet the electrical demand of 2.498 kW. The designed Puskesmas Boat has the following primary dimensions: Length (Lpp): 16.5 meters; Beam (B): 4 meters; Height (H): 1.7 meters; Draft (T): 1 meter; with a capacity of 12 passengers and 8 crew members. The boat is equipped with healthcare facilities such as examination rooms, general clinics, healthcare staff rooms, waiting rooms, and administrative areas. The primary dimensions and design of the Puskesmas Boat (lines plan, general arrangements, and safety plan) comply with technical requirements and regulations, including freeboard, trim, stability, and safety requirements. The total construction cost for the Puskesmas Boat is Rp. 1,152,296,487.02, and the annualoperational cost is Rp. 1,033,898,534.
