Abstract

Jawa Timur merupakan propinsi yang memiliki luas lahan tebu terbesar dibanding propinsi lainnya, namun produktivitas hasil tanaman tebu selalu mengalami penurunan setiap tahun, sehingga berdampak kepada penurunan jumlah bahan baku tebu yang digiling oleh pabrik gula. Selain itu, sebanyak 28 pabrik gula beroperasi di wilayah Jawa Timur tanpa diiringi dengan penambahan luas areal pertanian tebu membuat persaingan pasok bahan baku tebu semakin ketat. Hal ini merupakan tantangan pabrik gula dalam mendapatkan pasokan tebu ke pabrik gula. Sistem pembelian tebu putus dengan mitra petani untuk mendapatkan tebu telah diterapkan
pabrik gula. Resiko kualitas tebu dan efisiensi kinerja pabrik gula yang ditunjukkan sebagai nilai overall recovery (OR) akan menjadi beban pabrik gula. Oleh karena itu,
diperlukan analisa untuk menguji variabel yang berpengaruh terhadap kinerja pabrik gula agar kemitraan yang terbentuk dengan petani dapat berkelanjutan di masa yang akan datang dan pabrik gula mendapatkan kualitas yang layak sesuai dengan harga pembelian tebu. Peneliti telah melakukan analisa kinerja pabrik gula yang mengkombinasikan metode soft system methodology (SSM) dan response surface
methodology (RSM) dengan hasil bahwa design pola kemitraan tebu rakyat kredit (TRK) dengan sistem pembelian tebu (SPT) yang diterapkan oleh pabrik gula pada tahun 2022 telah meningkatkan jumlah tebu yang digiling oleh pabrik gula meningkat sebanyak 51,21% dibanding tahun 2021. Kinerja pabrik gula dipengaruhi oleh nilai pol tebu, brix dan rendemen. Kinerja pabrik gula optimal didapatkan pada nilai pol NPP 12% - 14%, brix NPP minimal 16%, rendemen tebu 8,0 – 8,5%.

East Java is a province that has the largest area of sugarcane land compared to other provinces, but the productivity of sugarcane always decreases every year, resulting in a decrease in the amount of raw material for sugarcane milled by sugar factories. In addition, as many as 28 sugar mills are operating in the East Java without being accompanied by increasing area of cane cultivation, making competition for the supply of cane increasingly stringent. This is a challenge for sugar factories in getting cane supplies. The system of buying sugar cane to get sugar cane has been implemented by sugar factories. The risk of sugarcane quality and the performance efficiency of the
sugar factory which is shown as an overall recovery (OR) value will be borne by the sugar factory.
Therefore, an analysis is needed to examine the variables that affect the performance of sugar factories so that the partnerships formed with farmers can be sustainable in the future and the sugar factories get proper quality according to the purchase price of sugarcane. Researchers have
analyzed the performance of sugar mills by combining the soft system methodology (SSM) and response surface methodology (RSM) with the result that the design of the credit cane partnership pattern (TRK) with the sugarcane purchasing system (SPT) implemented by sugar mills in 2022 has increased the amount of cane milled by sugar mills to increase by 51, 21% compared to 2021. The performance of sugar factories is influenced by the value of sugarcane poly, brix and yield. Optimal performance sugar factories are obtained at pol values of 12% - 14%, brix at least 16%, sugarcane yield of 8.0 - 8.5%.
