Abstract

Pelaksanaan konstruksi jalan terdapat banyak permasalahan pada tahapan pekerjaannya. Manajemen risiko yang diterapkan pada Proyek Pembangunan Jalan Kerja/Logistik IKN Paket Jalan Lingkar Sepaku Segmen 4 di PT XYZ belum komprehensif sehingga penelitian ini dilakukan untuk berfokus pada manajemen risiko yang belum dianalisis sebelumnya. Manajemen risiko yang dilakukan bertujuan untuk mengidentifikasi risiko apa saja yang dapat timbul dan tingkatnya, dampak dari risiko yang terjadi, dan mitigasinya. Penelitian ini dilakukan karena adanya risiko yang dapat menyebabkan kerugian pada proyek tersebut.
Dalam penelitian ini digunakan metode Failure Mode and Effect Analysis (FMEA) untuk melakukan analisis, matriks risiko untuk mengevaluasi risiko, dan untuk menentukan mitigasi risiko digunakan Focus Group Discussion (FGD) dengan 8 orang responden yang memiliki masa kerja lebih dari 5 tahun dari PT XYZ yang bertanggung jawab pada pelaksanaan proyek.
Hasil penelitian ini menunjukkan terdapat 35 varibel risiko diantaranya risiko pekerjaan proyek jalan 17 risiko, remote area 10 risiko, dan pantauan isu nasional 8 risiko. Setelah melakukan analisis risiko didapatkan 14 variabel risiko yang dianggap kritis yaitu kerusakan peralatan, terlambatnya pemesanan dan pengiriman material, perlunya quarry material alam yang cukup banyak, terjadinya longsor pada pekerjaan galian, kesalahan pada metode pelaksanaan, pengendalian waktu proyek yang buruk, terbatasnya ketersediaan material alam, terbatasnya sub-kontraktor yang kompeten, terbatasnya area kerja, akses ke lokasi proyek yang cukup sulit dicapai, kekurangan peralatan untuk mensupport kegiatan proyek, kompetensi tenaga kerja yang tidak sesuai harapan, dan meningkatkan perekonomian daerah sekitar ibu kota baru. Dari 14 variabel risiko tersebut didapatkan 9 kategori risiko sangat tinggi, 4 risiko tinggi, dan 1 risiko sedang. Respon yang diberikan terhadap hasil analisis risiko yaitu 13 risiko dikurangi dan 1 risiko diterima. Manajemen melakukan mitigasi risiko terhadap 13 risiko yang diterima tersebut dengan langkah memperhatikan peralatan kerja, material, pengecekan akses kerja, penjadwalan rencana kerja, menyeleksi sub-kontraktor dan pekerja, serta meningkatkan perekonomian disekitar proyek.

There are many problems in the implementation of road construction at the stages of its work. The risk management applied to the IKN Segment 4 Sepaku Ring Road Package/Logistics Development Project at PT XYZ is not yet comprehensive, so this research was conducted to focus on risk management that had not been analyzed before. The risk management carried out aims to identify any risks that may arise and their level, the impact of the risks that occur, and their mitigation. This research was conducted because of the risks that could cause losses to the project.
In this study, the Failure Mode and Effect Analysis (FMEA) method was used to carry out the analysis, the risk matrix was used to evaluate risks, and to determine risk mitigation, Focus Group Discussion (FGD) was used with 8 respondents who had worked for more than 5 years from PT XYZ. responsible for project implementation.
The results of this study indicate that there are 35 risk variables including road project work risks 17 risks, remote area 10 risks, and monitoring of nasional issues 8 risks. After conducting a risk analysis, it was found that 14 risk variables were considered critical, namely equipment damage, delays in ordering and delivery of materials, the need for quarrying quite a lot of natural materials, landslides during excavation work, errors in implementation methods, poor project time control, limited availability of natural materials , limited competent sub-contractors, limited work areas, access to project sites which are quite difficult to achieve, lack of equipment to support project activities, workforce competence that is not as expected, and boosting the regional economy around the new capital city. Of the 14 risk variables, 9 categories of very high risk, 4 high risk, and 1 medium risk were obtained. The response given to the results of the risk analysis is 13 risks reduced and 1 risk accepted. Management mitigates the risk of the 13 accepted risks by paying attention to work equipment, materials, checking access to work, scheduling work plans, selecting sub-contractors and workers, and improving the economy around the project.
