Abstract

Tempat Pemrosesan Akhir (TPA) Sampah Regional Kediri merupakan salah satu Proyek Strategis Nasional (PSN) yang akan melayani Kabupaten dan Kota Kediri dalam upaya mengatasi permasalahan sampah perkotaan di Kediri. Keterbatasan anggaran pemerintah dalam membiayai pembangunan infrastruktur yang ditetapkan dalam RPJMN 2020-2024 menyebabkan adanya funding gap sebesar 63% atau sebesar 4.060 triliun rupiah. Untuk mengatasi adanya gap pendanaan tersebut, pemerintah memerlukan sumber pendanaan alternatif non-pemerintah dari badan usaha maupun sektor swasta untuk melakukan percepatan pembangunan infrastruktur, salah satunya dalam bentuk Kerjasama pemerintah dan swasta / KPBU.
Pemilihan skema pembiayaan yang tepat memiliki peran penting dalam efektifitas dan efisiensi penggunaan anggaran belanja dalam penyediaan infrastruktur publik. Penelitian ini bertujuan untuk menggali alternatif-alternatif skema pembiayaan infrastruktur TPASR Kediri. Skema yang dianalisis dalam penelitian ini terdiri dari skema pembiayaan pemerintah (APBN/APBD) dan skema pembiayaan non-pemerintah yakni skema KPBU BOT dan Pinjaman Daerah. Metode yang digunakan adalah Life Cycle Cost (LCC) Analysis dengan membandingkan nilai NPV pada masing-masing skema pembiayaan.
Hasil menunjukkan bahwa ketiga skema pembiayaan yang dianalisis memberikan nilai NPV positif sehingga ketiga skema alternatif layak untuk diaplikasikan dalam pembangunan infrastruktur TPASR Kediri. Ketiga skema ini kemudian divalidasi dengan FGD menggunakan kriteria finansial dan non-finansial. Hasilnya skema pembiayaan terpilih adalah skema pinjaman daerah (loan), alternatif skema pembiayaan kedua adalah APBN & APBD. Sedangkan skema KPBU BOT merupakan alternatif skema terakhir.

The Kediri Regional Final Disposal Site (TPA) is one of the National Strategic Projects (PSN) that will serve the Regency and Municipality of Kediri in addressing the urban waste problem in Kediri. The government’s budget constraints in financing infrastructure development, as stipulated in the 2020–2024 RPJMN, have resulted in a funding gap of 63%, or 4,060 trillion rupiah. In order to overcome this funding gap, the government needs alternative sources of funding from business entities and the private sector to accelerate infrastructure development. In line with Presidential Regulation No. 80 of 2019 concerning the Acceleration of Economic Development in the Gerbangkertasusila, BTS, and Selingkar Wilis Areas, the Kediri Regional Final Disposal Site is financed by a Public Private Partnership (PPP) scheme.
The selection of the appropriate financing scheme plays an important role in the effectiveness and efficiency of budget utilization in the provision of public infrastructure. This study aims to explore alternative infrastructure financing schemes. The schemes analyzed in this study consist of conventional schemes (APBN and APBD), PPP, and loans. The method used is Life Cycle Cost (LCC) Analysis, comparing the NPV value of each financing scheme to determine the best alternative financing scheme for the development of the regional final disposal site in Kediri.
The results show that the three financing schemes analyzed have a positive NPV value, so the three alternative schemes are feasible to be applied in the Kediri TPASR infrastructure development. These three schemes were then validated by FGD using financial and non-financial criteria. The result is that the selected financing scheme is a regional loan scheme. The second alternative financing scheme is the APBN and APBD. While the BOT PPP scheme is the last alternative scheme.
