Abstract

Penelitian ini berhasil menangani masalah kritis di Banyuwangi terkait adaptasi perencanaan pariwisata secara berkelanjutan dengan pendekatan yang komprehensif. Tujuan studi ini adalah untuk membantu para perencana dalam mengevaluasi dan meningkatkan kualitas perencanaan pengembangan Kawasan Banyuwangi berbasis pariwisata berkelanjutan. Evaluasi kondisi eksisting dan pengukuran dampak dilakukan menggunakan SEM-PLS untuk memahami hubungan antar variabel dalam perencanaan pariwisata berkelanjutan di Banyuwangi. Selain itu, model integrasi SWOT-PF-MEREC diusulkan untuk mengadaptasi perencanaan pariwisata secara berkelanjutan di kawasan tersebut. Hasilnya evaluasi kondisi eksisting menunjukkan bahwa pembangunan di Kabupaten Banyuwangi belum sepenuhnya memenuhi aspek berkelanjutan. Namun, temuan dari analisis SEM-PLS menunjukkan adanya hubungan signifikan antara beberapa dimensi pembangunan pariwisata berkelanjutan, mengindikasikan kekuatan empiris dari konsep pembangunan tersebut. Pentingnya pendekatan holistik dalam pengembangan pariwisata berkelanjutan juga terlihat, di mana peningkatan dalam satu dimensi akan berdampak positif pada dimensi lainnya. Berdasarkan perhitungan kinerja, prioritas terbaik dalam perencanaan pengembangan Kawasan Pariwisata Banyuwangi adalah Alternatif A1. Usulan strategi perbaikan pengembangan kawasan pariwisata di Kabupaten Banyuwangi disajikan dalam roadmap yang komprehensif dan terstruktur setelah mempertimbangkan prioritas alternatif dalam perencanaan tersebut.

This research successfully addressed a critical issue in Banyuwangi related to the adaptation of sustainable tourism planning with a comprehensive approach. The purpose of this study is to assist planners in evaluating and improving the quality of development planning for Banyuwangi area based on sustainable tourism. Existing condition evaluation and impact measurement were conducted using SEM-PLS to understand the relationship between variables in sustainable tourism planning in Banyuwangi. In addition, the SWOT-PF-MEREC integration model is proposed to adapt sustainable tourism planning in the region. The results of the existing condition evaluation show that the development in Banyuwangi Regency has not fully fulfilled the sustainable aspects. However, findings from SEM-PLS analysis showed significant relationships between several dimensions of sustainable tourism development, indicating the empirical strength of the development concept. The importance of a holistic approach in sustainable tourism development is also apparent, where improvements in one dimension will have a positive impact on other dimensions. Based on performance calculations, the best priority in planning the development of Banyuwangi Tourism Area is Alternative A1. Proposed strategies for improving the development of tourism areas in Banyuwangi Regency are presented in a comprehensive and structured roadmap after considering alternative priorities in the planning.
