Abstract

Pengangguran merupakan salah satu permasalahan sosial ekonomi di Indonesia yang disebabkan oleh ketidakseimbangan antara jumlah penduduk yang siap bekerja dengan jumlah lapangan pekerjaan yang tersedia. Salah satu indikator yang digunakan untuk mengetahui kondisi pengangguran di sutu daerah adalah Tingkat Peangguran Terbuka (TPT). Sejak terjadi pandemi Covid-19, perekonomian di Papua mengalami penurunan yang menyebabkan penurunan lapangan kerja dan pemutusan hubungan kerja. Tercatat oleh BPS bahwa TPT di Papua meningkat pada tahun 2020, dari 3,65 persen menjadi 4,28 persen. Metode analisis yang digunakan untuk mengetahui faktor-faktor yang mempengaruhi TPT adalah regresi nonparametrik spline truncated karena tidak terbentuk pola hubungan tertentu dan terdapat perubahan perilaku data. Hasil pemodelan yang terbaik adalah model regresi nonparametrik spline truncated dengan kombinasi knot (3, 2, 2, 3). Berdasarkan model terbaik yang diperoleh, semua variabel prediktor, Tingkat Partisipasi Angkatan Kerja, laju pertumbuhan penduduk, rata-rata lama sekolah, dan Produk Domestik Regional Bruto (PDRB) per kapita, berpengaruh secara signifikan terhadap TPT dengan nilai koefisien determinasi sebesar 94,38 persen.

Unemployment is one of the socio-economic problems in Indonesia caused by an imbalance between the number of people who are ready to work and the number of available jobs. One of the indicators used to determine the condition of unemployment in a region is the Open Unemployment Rate. Since the Covid-19 pandemic occurred, the economy in Papua has experienced a decline which has resulted in decreased employment and layoffs. BPS recorded that Open Unemployment Rate in Papua increased in 2020, from 3.65 percent to 4.28 percent. The analytical method used to determine the factors that influence Open Unemployment Rate is spline truncated nonparametric regression because no particular relationship pattern is formed and there is a change of behavior in data. The best modeling results is spline truncated nonparametric regression model with a combination of knots (3, 2, 2, 3). Based on the best model obtained, all predictor variables, Labor Force Participation Rate, population growth rate, average length of schooling, and Gross Regional Domestic Product (GRDP) per capita, have a significant effect on TPT with a coefficient of determination of 94.38 percent.
