Abstract

Pemerataan suplai energi listrik di daerah masih menjadi tantangan besar di berbagai wilayah termasuk Provinsi Jambi. Estimasi tingkat akses energi listrik dengan memahami karakteristik di setiap wilayah merupakan hal yang penting dalam merumuskan strategi pemerataan pembangunan. VIIRS NTL memiliki potensi besar untuk pencitraan cahaya malam hari yang dapat mengukur tingkat akses energi listrik. Dengan memanfaatkan citra VIIRS NTL dan data karakteristik wilayah kecamatan tahun 2021, penelitian ini menggunakan metode Poisson point process dalam melakukan pemetaan akses energi listrik di Provinsi Jambi dengan jumlah grid bercahaya sebagai indikator kondisi ketersediaan akses listrik dan variabel kovariat yang digunakan adalah jumlah sumber penerangan jalan, jumlah sekolah, jumlah koperasi, dan jumlah menara telepon seluler (BTS). Hasil implementasi pemetaan akses energi listrik berdasarkan integrasi citra VIIRS NTL menunjukkan ketidakmerataan ketersediaan listrik dengan akses listrik tertinggi di wilayah kecamatan yang berada di Kota Jambi dan terendah di wilayah kecamatan di Kabupaten Merangin. Pemodelan pada penelitian dilakukan dengan dua alternatif model yaitu model regresi setiap kecamatan di seluruh kabupaten Provinsi Jambi (model alternatif 1) dan model regresi setiap kecamatan per kabupaten di Provinsi Jambi (model alternatif 2). Pada model alternatif 1 menunjukkan akses energi listrik di wilayah kecamatan Provinsi Jambi dipengaruhi oleh variabel kovariat jumlah sekolah dan jumlah BTS, sedangkan pada model alternatif 2 variabel kovariat yang signifikan di sebagian besar kabupaten/kota adalah jumlah sumber penerangan jalan dan jumlah koperasi. Adanya perbedaan koefisien regresi setiap kabupaten/kota pada model alternatif 2 dapat menjelaskan besarnya pengaruh karakteristik kecamatan yang tidak dapat diberlakukan secara umum. Model alternatif 2 lebih baik dilihat dari nilai AIC yang lebih kecil dan peta tematik hasil prediksi pemodelan yang lebih dapat menggambarkan kondisi ketersediaan akses listrik setiap kecamatan di Provinsi Jambi.

Distribution of electrical energy supply in the area remains a big challenge in many regions, including Jambi Province. Estimating the level of access to electrical energy by
understanding the characteristics in each region is important in optimizing strategies for development equity. VIIRS NTL has great potential for nighttime light imaging that can measure the level of access to electrical energy. By exploiting VIIRS NTL images and data on the characteristics of the sub-district area in 2021, this study uses the Poisson point process method in mapping access to electrical energy in Jambi Province with the number of illuminated grids as an indicator of the condition of electricity access availability and covariate variables used are the number of street lighting sources, the number of schools, the number of cooperatives, and the number of cellular telephone towers (BTS). The results of the implementation of mapping access to electrical energy based on the integrated VIIRS NTL image show inequality in the supply of electricity with the highest electricity access in the sub-district areas located in Jambi City and the lowest in the sub-district areas in Merangin Regency. Modeling in the study was conducted with two alternative models, which are the regression model of each sub-district in all districts of Jambi Province (alternative model 1) and the regression model of each sub-district per district in Jambi Province (alternative model 2). Alternative model 1 shows that access to electrical energy in the sub-districts of Jambi Province is affected by the covariate variables of the number of schools and the number of BTS, while in alternative model 2 the covariate variables that are significant in most districts/cities are the number of street lighting sources and the number of cooperatives. The difference in regression coefficients for each district/city in alternative model 2 can explain the effect of sub-district characteristics that cannot be applied in general. Alternative model 2 is better with a smaller AIC value and the thematic map of modeling prediction can properly describe the condition of electricity access availability in each sub-district in Jambi Province.
