Abstract

Pemerintah Kota Surabaya telah mengembangkan indikator kemiskinan melalui pendekatan Proxy Means Test (PMT). Metode PMT digunakan untuk menduga konsumsi rumah tangga melalui metode analisis regresi dengan menggunakan informasi karakteristik rumah tangga yang berupa aset dan konsumsi. Dalam proses penyusunan PMT terdapat kasus multikolinearitas yang disebabkan oleh variabel yang saling berkorelasi. Oleh karena itu, metode Elastic-Net digunakan pada penelitian karena mampu menangani permasalahan multikolinearitas. Variabel informasi karakteristik rumah tangga di Kota Surabaya dengan unit analisis rumah tangga yang didapatkan dari Survei Sosial-Ekonomi Nasional (SUSENAS) tahun 2019 digunakan dalam penelitian ini. Hasil penelitian menunjukkan bahwa metode Elastic-Net dengan tuning parameter α sebesar 0,60 dan λ sebesar 0,0090 menggunakan data training dan testing sebesar 80% dan 20% melalui penghapusan outlier merupakan model terbaik. Dengan kriteria RMSE, metode Elastic-Net terbukti lebih baik daripada metode OlS dalam mengestimasi konsumsi rumah tangga di Kota Surabaya.

The Surabaya City Government has developed poverty indicators through the Proxy Means Test (PMT) approach. The PMT method is used to estimate household consumption through a regression analysis method using information on household characteristics in the form of assets and consumption. In the process of preparing the PMT, there are cases of multicollinearity caused by variables that are correlated with each other. Therefore, the Elastic-Net method is used in this research because it is capable of dealing with multicollinearity problems. The information variable on household characteristics in the city of Surabaya with the unit of household analysis obtained from the 2019 National Socio-Economic Survey (SUSENAS) was used in this research. The results showed that the Elastic-Net method with tuning parameters α of 0.60 and λ of 0.0090 using training and testing data of 80% and 20% by eliminating outliers was the best model. With the RMSE criteria, the Elastic-Net method is proven to be better than the OLS method in estimating household consumption in the city of Surabaya.
