Abstract

Indeks Pembangunan Manusia (IPM) merupakan indikator yang umum dalam analisis capaian pembangunan suatu negara/wilayah. Komponen pembentuk IPM yang belum cukup baik di Indonesia adalah Indeks Pendidikan dan Indeks Pengeluaran. Penelitian ini bertujuan untuk mengetahui bagaimana gambaran umum Indeks Pendidikan dan Indeks Pengeluaran di Jawa Timur tahun 2021 beserta variabel yang mempengaruhi, serta untuk mengetahui bagaimana hubungan dari kedua Indeks pembentuk IPM tersebut menggunakan Bivariate Log-Normal Regression (BLNR). BLNR merupakan metode yang digunakan untuk melihat hubungan dua variabel respon berdistribusi Log- Normal yang berkorelasi dengan beberapa variabel prediktor yang diduga berpengaruh terhadap kedua variabel respon tersebut. Data yang digunakan pada penelitian ini diperoleh dari Badan Pusat Statistik dengan variabel respon yaitu Indeks Pendidikan dan Indeks Pengeluaran, serta variabel prediktor yaitu Angka Partisipasi Murni (APM), Kepadatan Penduduk, Persentase Penduduk Miskin, dan PDRB Per Kapita. Berdasarkan hasil analisis diperoleh rata-rata dari Indeks Pendidikan di Provinsi Jawa Timur pada tahun 2021 sebesar 0,64; sedangkan rata-rata dari Indeks Pengeluaran di Provinsi Jawa Timur pada tahun 2021 sebesar 0,74. Variabel prediktor yang berpengaruh terhadap kedua variabel respon tersebut menggunakan BLNR adalah Angka Partisipasi Murni dan Persentase Penduduk Miskin. Variabel Kepadatan Penduduk hanya berpengaruh terhadap Indeks Pendidikan dan tidak berpengaruh terhadap Indeks Pengeluaran, sedangkan untuk variabel PDRB Per Kapita tidak memiliki pengaruh terhadap Indeks Pendidikan maupun Indeks Pengeluaran di Provinsi Jawa Timur pada tahun 2021.

The Human Development Index (IPM) is a common indicator in the analysis of the development achievements of a country/region. The components that form the HDI which are not good enough in Indonesia are the Education Index and Expenditure Index. This study aims to find out the general description of the Education Index and Expenditure Index in East Java in 2021 along with the influencing variables, and to find out how the relationship between the two indexes forming the HDI uses Bivariate Log-Normal Regression (BLNR). BLNR is a method used to see the relationship between two response variables with a Log- Normal distribution that correlates with several predictor variables that are thought to influence these two response variables. The data used in this study were obtained from the Central Bureau of Statistics with response variables, namely the Education Index and Expenditure Index, as well as predictor variables, namely Net Enrollment Rate (APM), Population Density, Percentage of Poor Population, and Per Capita GRDP. Based on the results of the analysis, the average Education Index in East Java Province in 2021 was 0.64; while the average Expenditure Index in East Java Province in 2021 is 0.74. The predictor variables that influence the two response variables using the BLNR are Net Participation Rate and Percentage of Poor Population. The Population Density Variable only affects the Education Index and has no effect on the Expenditure Index, while the PDRB Per Capita variable has no effect on the Education Index or Expenditure Index in East Java Province in 2021.
