Abstract

Pipeline dikenal sebagai metode pengmman minyak dan gas bumi yang paling aman. Bagaimanapun juga, pipeline, seperti halnya semua peralatan industri dapat mengalami kegagalan. Kegagalan dan keamanan jalur perpipaan minyak dan gas bumi sangatlah vital terhadap lingkungan, orang-orang, dan benda-benda di sekitamya. Oleh karena itu, diperlukan suatu solusi terintegrasi yang ditekankan pada perundang-undangan keamanan pipeline. Pipeline risk assessment adalah salah satu dari metode yang paling baik untuk mengidentiflkasi suatu kejadian potensial yang tidak hanya menyebabkan gangguan pada operasional perpipaan, tetapi juga kejadian yang berhubungan dengan safety dan masalah lingkungan. Tugas Akhir ini membahas tentang penilaian resiko pada jaringan pipa distribusi gas di daerah TandesMargomulyo milik PT. Perusahaan Gas Negara sepanjang 9.9 km. Penilaian resiko dilakukan pada setiap segmen pipa dan dinilai berdasarkan pada atributnya. Penilaian resiko yang digunakan adalah indexing model risk assessment, yaitu dengan mencari skor index pada masing-masing parameter (peluang kegagalan dan konsekuensi kegagalan). Dari hasil perhitungan, maka diperoleh peluang terjadinya kegagalan pada setiap segmen pipa yaitu berupa indeks-indeks dengan item-item dari third-party damage dengan skor rata-rata 57.16, korosi dengan skor rata-rata 68, desain dengan skor rata-rata 75, dan kesalahan operasional dengan skor rata-rata 90. Leak impact factor digunakan untuk mengatur index score untuk menggambarkan konsekuensi kegagalan. Leak impact factor diperoleh dari hasil perkalian seluruh faktor area yang terdiri dari product hazard, leak/spill volume, dispersion, dan receptors. Hasil perkiraan skor kriteria untuk product hazard adalah 7, bocor atau spill volume adalah 0.4, dispersi pada skor 0.8, variasi skor reseptor bernilai antara 10.8 sampai dengan 15.9, sehingga diperoleh leak impact factor dengan skor rata-rata 31.696. Relative risk score rata-rata didapatkan sebesar 9.45, sehingga tingkat resiko pada jaringan pipa Tandes-Margomulyo termasuk pada tingkat rendah (low risk). Mitigasi resiko dilakukan apabila resiko tidak acceptable dengan cara mengurangi frekuensi konsekuensi ataupun mengkombinasikan keduanya.

Pipeline are considered as the safost method of delivering oil & gas. However, pipelines, like all engineering plant can, and do fail. Pipeline failures are vital to the environment, people and properties. Therefore, the intergrated solution to minimize the following risk need to be treated as priority, especially in the safety application and inspection rules of pipeline. Pipeline risk assessment is one of the best identification method for potential occurrence of pipeline operation failure, environment, health and safoty issue included. This Final Project studies about the risk assessment on gas distribution pipelines at Tandes-Margomulyo Area owned by PT. Perusahaan Gas Negara along 9.9 km. The following assessment has been done at each pipe segmentation and reviewed based on its supporting attribute. The risk assesment used in this Final Project is indexing model risk assesment, through scoring index to each parameter (probability and consequence of failure). From the calculation, then probability of failure obtained in each segment of pipe that is in the form of indexes with items from third-party damage with an average score of57.16, corrosion with an average score of68, design with an average score of 75, and incorrect operations with an average score of 90. The leak impact factor is used to adjust the index scores to reflect the consequences of a failure. It can be obtained by multiply the whole area factors (include to product hazard, leak/spill volume, dispersion and receptors). From this, we can get the estimation score, for product hazard is about 7, leak/spill volume is 0.4, dispersion is 0.8, receptors variation score between 10.8 up to 15. 9, thus can be obtained the leak impact factor with an average score of 31. 696. Relative risk score obtained an average score of 9. 45, so the level of risk at pipeline Tandes-Margomulyo including at low level. Risk mitigation need to be done for unacceptable level by reducing the consequence frequency or combining both.
